DRAFT KEMPSEY LOCAL ENVIRONMENTAL PLAN (KLEP) 1987 (AMENDMENT NO 55)

Proposed Rezoning of land known as “Saltwater” Phillip Drive and Belle O’Connor Street, South West Rocks

Subject Land: Lots 1 & 2 DP 1128633, Lot 51 DP 831284, Lot 84 DP 792945 and Lot 509 DP 850963 Parish of Arakoon County of Macquarie.

Council resolved on 21 January 1997 to prepare a draft Local Environmental Plan (LEP) for the subject land to rezone the land from Zone 1(c) Rural Small Holdings and Zone 1(d) Rural Investigation to Zone 2(a) Residential and Zone 7(b) Environmental Protection (Habitat).

The exhibition period will be from Monday 15 September 2008 to Friday 14 November 2008. The formal public exhibition including full copies of the draft LEP may be viewed at Council’s Customer First Centre at the Civic Centre, 22 Tozer Street, Kempsey. Copies of the draft LEP Instrument and the draft Map are available at the Kempsey Library, Stuarts Point Library, Hat Head Library and South West Rocks Library. Exhibition documents are also available on Council’s website at www.kempsey.nsw.gov.au. Electronic copies of the exhibition documentation are available on CD for a fee of $25 from Kempsey Shire Council.

Submissions to the draft LEP are to be addressed to the General Manager, Kempsey Shire Council, PO Box 3078, WEST KEMPSEY NSW 2440 and are to be submitted no later than close of business on Friday 21 November 2008.

Any interested person may inspect the draft LEP at the above location during the exhibition period.

A public information evening will be held at the CWA Hall, 47 Landsborough Street, South West Rocks from 6.00pm to 8.00pm on Monday 27 October 2008. Any interested person is welcome to attend.

AGED ACCOMMODATION - LEITH STREET AND TOZER STREET UNITS
REGISTRATION OF INTEREST INVITED

Council has units in Leith Street and Tozer Street complexes at West Kempsey and elderly people interested in securing this accommodation in Councils’ Aged Units are invited to register their interest for consideration.

Registration of interest / application forms are available from Council’s Customer First Centre, Civic Centre West Kempsey or phoning 65 663200.

COMMUNITY NEWSLETTERS

Council produces six community newsletters each year. Two x 2 page newsletters are distributed inside the Mid Coast Observer in March and September and four x 4 page colour newsletters are included with the Rate instalment notices distributed at the end of January, April, July and October.

If you pay your rates in one lump sum you will not receive rate instalment notices and will, therefore, miss out on receiving these quarterly newsletters. If you’d like to receive one you can contact Megan Barber on 65 663334 and arrange for one to be posted to you. Alternatively, you can pick up a copy at the Customer First Centre or any of the Shire Library Branches in Kempsey, South West Rocks, Hat Head and Stuarts Point. Council’s newsletters are also available electronically via our Website www.kempsey.nsw.gov.au (go to ‘Communications’ then ‘Council Newsletters’).

Australia Day Award Nominations Open

Nominations are now open for the Australia Citizen, Young Citizen and Community Awards. Categories for the awards are:-

• Sports
• Community Service
• Community Entertainment, Music and Arts

Nomination forms can be obtained by phoning the Community Customer First Centre on 6566 3200. The closing date to lodge a nomination is Friday, 21 November 2008.

Local Community Celebrations
Community groups that are proposing to hold local celebrations on Australia Day, 2009 are asked to provide details of the event to Melanie Booth in Council’s Community Services Section on 6566 3221. In this way, Council can assist with the promotion of the activity in conjunction with the Shire’s official awards ceremony, which will be held on Monday, 26 January, 2009.

ENGRAVERS FOR HIRE

Kempsey Shire Council, has taken a proactive approach to help assist residents prevent and recover stolen property. Council as part of its Community Safety Program has purchased portable engraving kits that are now are available for hire. These kits will assist you to mark your property with your licence number which is easily recognisable by the Police and makes recovery much easier should you have your property stolen. The kits are light and easy to use, the instructions are also included to guide residents in marking their property.

These kits are available for hire from Friday afternoon to 10.00 am, Monday morning for a small fee of $10.00. If the engravers are returned after 10.00 am however an additional $10.00 is payable.

After hours returns are available through the Kempsey Shire Library book return shute located on Elbow Street entrance. Council recommend that residents engrave their licence number onto their personal items as this is easily recognisable. Instructions of use are issued with the engraving kits.

COMMUNITY CONSULTATION REGISTER

Council is establishing a Community Central Consultation Register so that members of our community can register their interest in participating in focus group and other consultative opportunities. All you need to do to be included is fill in a registration form and return it to Council. Forms are available from Council’s Customer First Centre, all branches of the Shire Library, or online at www.kempsey.nsw.gov.au (go to Communications, then Forms Index (Alpha), and you’ll find under ‘C’, Central Consultation Register).

Master Locksmith Access Key system (MLAK)

The MLAK is a master key that fits into specially designed locks allowing 24 hour a day access to public toilets. Eligibility is restricted to people who have a disability or have written authority from a Doctor, a Disability Organisation, a Local Council or Community Health Centre, the Owner or management of a building with an accessible toilet on site. Eligible people can purchase a key that opens all accessible toilets displaying the MLAK symbol for only $15.00 at the Customer First Centre.

As part of its ongoing commitment to customer service excellence, Kempsey Shire Council recognises the outstanding achievements of staff members through an Award of Excellence, which is made on a quarterly basis. If you think that an individual member of Council’s staff, a team of Council workers or an entire Council Department is deserving of such an award, please consider nominating them. A nomination form is available at the Customer First reception desk at the Civic Centre in Elbow Street, West Kempsey on online at Council’s website www.kempsey.nsw.gov.au under ‘communications’, under ‘s’ in the ‘forms index’.
