DRAFT KEMPSEY LOCAL ENVIRONMENTAL PLAN (KLEP) 1987 (AMENDMENT NO 81) Proposed Rezoning of land in South Kempsey from 1(a1) (Rural “1A” Zone) to 4(a) Industrial (General), 4(e) Industrial (Extractive) and 7(b) (Environmental Protection (Habitat) zone), Pacific Highway, South Kempsey Subject Land: Lots 100 and 104 DP 776239 No 511 and No 627 Pacific Highway, South Kempsey, Parish of Beranghi, County of Macquarie Council resolved at its meeting of 14th October 2008 to prepare a draft Local Environmental Plan (LEP) to rezone Lots 100 and 104 DP 776239 No 511 and No 627 Pacific Highway, South Kempsey from 1(a1) (Rural “1A” Zone) to 4(a) Industrial (General), 4(e) Industrial (Extractive) and 7(b) (Environmental Protection (Habitat) zone). In accordance with the Environmental Planning and Assessment Act the exhibition period will be 28 days from from Tuesday 4th November 2008 to Tuesday 2nd December 2008. The formal public exhibition including full copies of the draft LEP may be viewed at Council’s Customer First Centre at the Civic Centre, 22 Tozer Street, West Kempsey, Monday to Friday between 8.30am and 4.30pm. Copies of the draft LEP Instrument and the draft Map are available at the Kempsey Library, Monday to Friday between 10.00am to 6.00pm and Saturday between 10.00am to 1.00pm. Exhibition documents are also available on Council’s website at www.kempsey.nsw.gov.au. For enquiries, contact Georgia Rayner on 6566 3200 during normal office ALCOHOL FREE ZONES WITHIN THE SOUTH WEST ROCKS CBD, CRESCENT HEAD, HAT HEAD AND WEST KEMPSEY CBD Kempsey Shire Council supports a comprehensive approach in tackling alcohol-related crime and anti-social behaviour. One of the many strategies used to address these issues is the introduction of Alcohol Free Zones (AFZ). Alcohol Free Zones aim to reduce alcohol-related crime and anti-social behaviour in identified locations to assist in creating a safer environment for our residents, businesses and visitors. Commencing on Monday, 1 December 2008, 24 hour, 7 days per week Alcohol Free Zones will become effective within the South West Rocks Central Business District, Crescent Head, and West Kempsey Central Business District for a period of three (3) years. South West Rocks CBD Alcohol Free Zones include the following streets:- Crescent Head Alcohol Free Zones include the following streets:- • Rankine Street from May Street to Pacific Street including Rankine Street Car park 24 hour Alcohol Free Zone includes the following streets:- • Kemp Street from Marsh to Elbow Street Commencing on Monday, 1 December 2008, an Alcohol Free Zones will become effective within Hat Head. This zone will be operational from the 1 December to 31 January for a period of three (3) years. Hat Head The Alcohol Free Zone will include the following streets:- • Straight Street from Vine Street to the entrance of the Hat Head Tourist Park Where an Alcohol Free Zone exists, it is an offence to drink and / or carry open containers of alcohol on any street or footpath, 24 hours a day, seven days a week for a period of up to three years within the period indicated. Alcohol Free Zones only apply to streets and footpaths where indicated by signage. Any existing or future footpath area licensed by the Shire for the purpose of food or alcohol consumption as part of a café or restaurant will be exempt from these restrictions. The NSW Police are responsible for enforcing Alcohol Free Zones and any breaches should be reported to the Kempsey Police Station on telephone: 02 6563 7199. SOUTH WEST ROCKS SEWAGE TREATMENT UPGRADE Council wishes to advise residents of South West Rocks that an exciting part of the construction of the South West Rocks Sewage Treatment Plant upgrade will be occurring on Tuesday, 18 November 2008. A major concrete pour will be undertaken at the site on this day with over 100 concrete trucks required to complete the job. As a result, from 7 am until approximately 5 pm a continuous stream of trucks will be making their way along Belle O’Connor Street, to and from the site. Council apologises for any inconvenience this additional traffic may cause. EXPRESSIONS OF INTEREST - SALEYARDS FOCUS GROUP Kempsey Shire Council’s Corporate and Community Services Unit invites Shire residents to nominate as individuals and representatives of groups and businesses for potential membership in its Kempsey Regional Saleyards Focus Group. The purpose of the Focus Group will be to identify and investigate opportunities for the control, development, and future options, for the Saleyards. The goals of the selection process will be to assemble a focus group that represents a broad cross-section of our community and to draw on the community’s relevant interests and expertise, particularly in the saleyards industry and related services. The Focus Group functions to serve the best interests of the community as a whole. To register your interest in participating in the focus group please complete a Central Consultation Register Form which is available from Council’s Customer First Centre in Tozer Street, West Kempsey, or by telephoning 02 6566 3200 or on Council’s Website at www.kempsey.nsw.gov.au under Communications, Documents, Forms, ‘C’ (for Central Consultation Register. EXPRESSIONS OF INTEREST IN FOCUS GROUP ON LEARN TO SURF TOUR GROUPS Kempsey Shire Council’s Corporate and Community Services Department invites interested members of the community to nominate as individuals and representatives of groups and businesses for potential membership in a focus group which will further develop guidelines for the operation of Surf Tour Group Operators in the Shire. You will need to have a genuine interest in producing outcomes that will enable the Learn to Surf businesses to operate harmoniously in the Shire, alongside residents and visitors. The goals of the selection process for the focus group will be to assemble a focus group that represents a broad cross-section of our community and to draw on the community’s relevant interests and expertise in this area. It is hoped that groups such as the Chamber of Commerce, retailers, board riders and other community groups will register their interest. The focus group functions to serve the best interests of the community as a whole. The focus group meeting is scheduled for 10am, Tuesday, 9 December 2008, and will be facilitated by Surfing Australia. However, you must register your expression of interest by 4.30pm, Friday, 28 November 2008. REFERENDUM & ELECTION INFORMATION Referendum result “The Mayor of Kempsey Shire council is currently elected by the Councillors. Do you favour the election of the Mayor by electors for a four year term and without changing the number of Councillors from nine (including the Mayor)?” The results of this referendum, per the Returning Officer were as follows: YES Votes = 8,753 The majority of votes being YES votes means that Council is bound by this decision from the next council elections in 2012, until changed by a subsequent constitutional referendum. Councillors will continue to elect the Mayor each September until the next Council elections take place in 2012, at which time the electorate will vote for the Mayor for the ensuing 4 year period. Election issues MAINTENANCE WORK Macleay Water advises that maintenance work will be carried on the water main running along the pedestrian walkway on the South Kempsey Railway Bridge. The work will commence on Monday, 24 November, and is expected to take 2 weeks to complete (weather permitting). While pedestrians will still have access to the walkway during this work, where possible pedestrians are advised to limit their use of this route as some disruption is expected. Macleay Water apologises for any inconvenience caused by this necessary maintenance work.
