  CLEAN UP AUSTRALIA DAY – Volunteers Needed – Sunday 2 March

Following last year’s impressive response, Macleay Valley residents are again encouraged to volunteer to participate in Australia’s biggest community based environmental event, Clean Up Australia Day, on Sunday, 2 March, and ‘Don’t make our environment history’ is this years slogan.

Council is once again coordinating the activities in the Shire and is keen to have as many volunteers as possible helping at Clean Up sites throughout the valley.

You can also register a clean up site directly or as a volunteer by visiting the Clean Up Australia Day website at www.cleanup.com.au.  Alternatively, phone Council’s Waste Coordinator, Owen G Moon (6566 3200) for more details.

NOTICE OF ADOPTION
S.94 CONTRIBUTION PLAN SOUTH WEST ROCKS

At the Ordinary Meeting of 12 February 2008, Council adopted s.94 Contributions Plan South West Rocks

The Contribution Plan’s date of commencement is Friday, 29 February 2008.

Copies of the Contribution Plan may be viewed at Council’s Administration Centre, Tozer Street West Kempsey, and copies downloaded from Councils website, www.kempsey.nsw.gov.au.

ASPHALT WORKS – SOUTH WEST ROCKS

Kempsey Shire Council wishes to advise that it will be undertaking asphalt works in the South West Rocks area at the intersection of Landsborough Street & Memorial Avenue. Work will commence 29 February 2008 (weather permitting). All work will be carried out at night between the hours 6:00pm and 7:00am.

Roads may be closed at times with traffic control and detours in place to direct traffic around worksites.

Difficulties in procuring sub-contractors have resulted in Council bringing this work forward on its schedule, and the consequent short notice to the community. We apologies for any inconvenience this may cause while we undertake these important town improvement works.

PAYMENT OF RATES – REMINDER

Ratepayers are reminded that the third rate instalment is due for payment on or before 28 February 2008. Failure to finalise the payment by the due date will result in interest charges. Ratepayers who have been granted a “Pensioners Rebate” have until 31 May, 2008 to finalise their account in full, however arrears on a Pensioners account must be finalised immediately and is the subject of daily interest charges.

Should you be experiencing difficulties in paying your rates, please contact Council to make a suitable arrangement for settlement of the account.

Submissions

Any person may make a written submission to Council during the public inspection period between 27 February 2008 and 12 March 2008. Where a submission is by way of objection, the grounds of objection must be specified.

Any person who makes a submission by way of an objection and who is dissatisfied with the determination of Council to grant consent to the Development Application may appeal to the Land and Environment Court in accordance with Section 98 of the Environmental Planning and Assessment Act 1979.

Despite the provisions of the above, where a Commission of Enquiry is held the Ministers determination of the application is final and not subject to appeal.

CCTV Consultants

Kempsey Shire Council is currently investigating the installation of Closed Circuit Television (CCTV) Security systems within a number of towns and villages in the Kempsey Shire.

To assist in this process Kempsey Shire Council is calling for Expressions of Interest from suitability qualified CCTV Consultants / experts who will be able to undertake an assessment of CCTV requirements for the Kempsey Shire.

The suitably qualified consultant must provide a detailed analysis of CCTV Services including the planning, location and installation of systems in the following localities of:

• Kempsey CBD
• West Kempsey CBD
• South Kempsey Park
• South Kempsey Industrial Estate
• South West Rocks CBD
• Crescent Head CBD
• Horseshoe Bay

MASTER LOCKSMITH ACCESS KEY SYSTEM (MLAK)

The MLAK is a master key that fits into specially designed locks allowing 24 hour a day access to public toilets. Eligibility is restricted to people who have a disability or have written authority from a Doctor, a Disability Organisation, a Local Council or Community Health Centre, the Owner or management of a building with an accessible toilet on site. Eligible people can purchase a key that opens all accessible toilets displaying the MLAK symbol for only $15 at Council’s Customer First Centre.

NO GLASS PLEASE

If you are placing flowers at any of the Shire’s cemeteries please remember that no glass containers are permitted. Glass containers break easily and this presents a danger to visitors and Council staff who maintain the cemetery grounds. Your assistance in this would be appreciated.

ANNUAL REPORT

Please note copies of Council’s Annual Report for the 2006/07 financial year are now on display at the Kempsey Shire Library and its branches. If you would like a copy of this report they are available at the Customer First Centre. You can also access this report via Council’s website at www.kempsey@nsw.gov.au.

CERTIFICATES OF MERIT

Council has a policy to recognise those persons who are residents, or past residents, of the Kempsey Shire whose sporting performances have led to the person being selected to compete at a national or international level or have been successful in competition at either national or international level. In the case of the arts, Council will recognise those persons whose works, performances or other achievements in the arts have been selected or honoured by a nationally recognised body and have received either national or international acclaim. In both cases, Merit Certificates will only be issued where information in respect of the individuals' achievements is made known to Council.

Council is currently preparing a list of people who meet these criteria and who have not already been presented with this Merit Certificate. Contact on Megan Barber 6566 3334 if you are aware of someone who fulfills these requirements.
