CHANGE OF COUNCIL’S MAY MONTHLY MEETING TIME Council’s May monthly meeting will commence at 10.30am on Tuesday, 12 May 2009. This will allow for Council’s pre meeting discussions to be held from 8.30am to 10.30am prior to the Council meeting commencing. You’re welcome to attend both meetings. METER READING UNDERWAY Contract readers have commenced reading water meters in the Shire. These 3 monthly water usage accounts will be issued and due for payment by the end of July 2009. Dog owners are asked to ensure that Contract officers can access your property’s water meter without interference from your dog. Overgrown or buried water meters can also cause problems and may result in incorrect readings being registered. Please make sure your water meter is accessible at all times. AUCTION OF SURPLUS PROPERTIES Twenty-four (24) parcels of land, some with subdivision potential, some with Macleay River views, many with building entitlements will be put to public auction on Thursday, 14 May 2009, commencing at 9:30am in the Council Chambers at 22 Tozer Street West Kempsey. A detailed listing of the properties to be auctioned and location maps are available from Council’s Customer First Centre. EXPRESSIONS OF INTEREST (EOI) Council is seeking expressions of interest from suitably qualified consultants to undertake Estuary Management Studies to define management options and impacts and to prepare an Estuary Management Study and Plan that schedules a sequence of recommendations to achieve estuary management objectives for the Macleay River Estuary on the Mid North Coast of NSW, in accordance with the provisions described in the NSW Government’s Estuary Management Manual (1992). The Management Study and Management Plan are to be prepared utilising the Macleay River Data Compilation Study (2005) and Macleay River Estuary Processes Study (2009). Copies of the consultancy brief can be obtained by contacting Mr Ron Kemsley at Kempsey Shire Council either by phone on 02 6566 3248 or by email to ron.kemsley@kempsey.nsw.gov.au. EXPRESSIONS OF INTEREST FOR OPERATION OF KEMPSEY REGIONAL SALEYARDS– E2009-003 Expressions of Interest are invited for the future operation of the Kempsey Regional Saleyards. Kempsey Regional Saleyards is ranked in the top 20 NSW Saleyards with an annual cattle throughput nearing 40,000 head per annum. The facility currently conducts fortnightly Market Day Sales, a monthly Store and Breeder Sale and periodic Bullock Sales. Future operators will be required to conduct the sales, provide relevant staffing and site management systems on sale days. Expressions of Interest could include options for additional sale days and/or multiple selling agents. Expressions of Interest must be received by 2:00pm, Tuesday, 26 May 2009 addressed to: The General Manager PUBLIC EXHIBITION OF The Draft Recycled Water Connections and Use Policy will be exhibited for a period of 28 days to allow residents to fully consider the proposed Recycled Water Connections and Use Policy. The objective of the policy is to; • To increase security and availability of water supplies The supply and use of recycled water will help reduce the impact of development on the environment and save valuable drinking water for personal use. The ongoing sustainability of such provisions is reliant upon mandatory uptake of the recycled water service. A copy of the Recycled Water Connections and Use Policy can be viewed on the Macleay Water Web site www.macleaywater.com.au, at the Kempsey Council Customer First Centre, Kempsey Library, South West Rocks Library, Stuarts Point Library and Hat Head Library. Any interested person may inspect the draft Recycled Water Connections and Use Policy at the above location during the exhibition period. Submissions to the draft Recycled Water Connections and Use Policy are to be made before 4.3Opm on Monday, May 11, 2009. Submissions should be addressed to the General Manager, Kempsey Shire Council. HALF DAY PUBLIC HOLIDAYS 2009 The following public half day holiday has been gazetted by the NSW Department of Industrial Relations for the Kempsey Shire Council area:- • THIS Thursday afternoon, 7 May 2009 for Kempsey Cup. Local public holidays are gazetted under the Banks and Banks Holidays Act of 1912. This act requires that banks are closed on local public holidays. An appointed local holiday under the Act benefits employees who have an industrial award, agreement or contract of employment which confers a right of paid absence (or penalty rates in lieu) on the local public holiday. In the absence of such express coverage within an applicable industrial instrument, the conferring of the benefit of a local public holiday to employees is entirely within the discretion of individual employers. Please note: the office of Kempsey Shire Council will be closed from 12 noon on 7 May 2009. AUSTRALIA DAY 2010 Australia Day is a community celebration! 26 January 2010 is a day for acknowledging community and national spirit in NSW, where the nation comes together to celebrate what’s great about Australia. One way of celebrating is acknowledging the contributions made by others in our community. There are many people in our community who deserve to be nominated for an Australia Day award. As a trial for the 2010 Australia Day Awards we have decided to accept nominations all through this year. If you know of someone who would be worthy of one of these awards, consider nominating them. Categories for the awards are:- • Citizen Nomination forms can be obtained and nominations lodged online at www.kempsey.nsw.gov.au. The closing date to lodge nominations in the 2010 Australia Day Awards is Friday 13 November 2009. PUBLIC NOTIFICATION OF DEVELOPMENT CONSENTS - ISSUED BY COUNCIL Consent has been granted for the following applications.
NOTICE OF PROPOSED DEVELOPMENTS The following applications have been received and are notified in accordance with Council’s Policy.
At anytime during which the application may be inspected, any person: 1 who has received written notice of a proposed development from Council; or The disclosure (Disclosure Statement of Political Donations and Gifts) will need to accompany the submission. A Disclosure Form and further details can be obtained from Council’s website or Customer First Centre. If the application will need to be considered by Council, a precis of submissions received will be included in a report to Council for determination of the application. Copies of submissions may be included in the Appendices to the Business Paper unless specifically requested by the writer not to be included and the submission is clearly headed “confidential”. NOTIFICATION OF CONSIDERATION OF PROPOSED DEVELOPMENTS The public are advised that it is intended to consider the following development related issues lodged with the Sustainable Development Services Department at the Council Meeting of 12 May 2009.
