ENGINEERING SCHOLARSHIP

In collaboration with the University of Newcastle, Kempsey Shire Council is offering a five year industry based scholarship valued at $74,000. One scholarship is available to suitable applicants seeking to commence undergraduate studies in Engineering (preferably Civil Engineering), at the University of Newcastle in 2010. Please refer to the UNISS website www.uniss.newcastle.edu.au for eligibility.

The University of Newcastle Industry Scholarship Scheme (UNISS) provides scholars with an integrated program of study combining excellence in education with meaningful workplace experience. This scholarship is provided specifically for applicants from the Kempsey Shire area.

MACLEAY VALLEY FLOOD RECOVERY CENTRE
Change of Hours

Residents and businesses affected by the recent flood event in Kempsey Shire can seek assistance and advice through the Macleay Valley Recovery Centre located at 42 Smith Street Kempsey in the old Target building.

The Centre is now open 6 days a week with the hours of operation:

• Monday to Friday - 9am until 4pm
• Saturday - 9am until 1pm

For more information phone the Centre on 6562 1736.

For those requiring assistance, representatives of key welfare, business and insurance agencies will be on hand, or via referral from the site, to give help, advice and information to affected residents and business people.

PAYMENT OF RATES – DID YOU FORGET?

Ratepayers (including those who have been granted a ‘Pension Rebate’ are reminded that the fourth rate instalment was due for payment on or before the 31 May 2009. Failure to finalise the payment by the due date will result in interest charges and the possible commencement of legal action for recovery of rates due. Please note that should legal action become necessary you will be liable for all debt recovery costs in accordance with the Civil Procedures Act 2005.

Should you be experiencing difficulties in paying your rates, please contact Council to make a suitable arrangement for settlement of the account.

ALCOHOL FREE ZONES WITHIN THE GREENHILL AND SMITHTOWN AREAS

Kempsey Shire Council supports a comprehensive approach in tackling alcohol-related crime and anti-social behaviour. One of the many strategies used to address these issues is the introduction of Alcohol Free Zones (AFZ).

Alcohol Free Zones aim to reduce alcohol-related crime and anti-social behaviour in identified locations to assist in creating a safer environment for our residents, businesses and visitors.
Commencing Tuesday, 1 July 2009, 24 hour, 7 days per week Alcohol Free Zones will become effective within Greenhill and Smithtown areas for a period of three (3) years.

Locations are as follows:

Greenhill

Alcohol Free Zones include the following streets:-

  • River Street from Nancy Ellis Street to Marramah Place;
  • Marramah Place, Frank Archibald Street, Dunghutti Place;
  • Lional Rose Street, Dave Sands Street and Nancy Ellis Street.

Smithtown

Alcohol Free Zones include the following streets:-

  • Fitzgerald Avenue from Fitzgerald Avenue (adjacent to hotel car park);
  • On the foreshore to Croads Esplanade including the wharf and boat ramp.

Where an Alcohol Free Zone exists, it is an offence to drink and/or carry open containers of alcohol on any street or footpath, 24 hours a day, seven days a week for a period of up to three years.

Alcohol Free Zones only apply to streets and footpaths where indicated by signage.

Any existing or future footpath area licensed by the Shire for the purpose of food or alcohol consumption as part of a café or restaurant will be exempt from these restrictions.

The NSW Police are responsible for enforcing Alcohol Free Zones and any breaches should be reported to the Kempsey Police Station on telephone: 02 6563 7199 .

The applications and plans relating to the developments to which this notice refers may be inspected at Council’s Customer First Centre, Tozer Street, West Kempsey, any time between 8.30am and 4.30pm from Monday to Friday (public holidays excepted) for the period stated above.

At anytime during which the application may be inspected, any person:

1 who has received written notice of a proposed development from Council; or
2 who owns land and who contends that his enjoyment of that land will be detrimentally affected if a proposed development is carried out; or
3 who feels that a proposed development will adversely affect the character or amenity of the surrounding area may object in writing to council.

A person or associate of the person who makes a submission in relation to the application must make a disclosure of any reportable political donation or gift made in the previous 2 years (and up to the time the matter is determined).

The disclosure (Disclosure Statement of Political Donations and Gifts) will need to accompany the submission. A Disclosure Form and further details can be obtained from Council’s website or Customer First Centre.

If the application will need to be considered by Council, a precis of submissions received will be included in a report to Council for determination of the application. Copies of submissions may be included in the Appendices to the Business Paper unless specifically requested by the writer not to be included and the submission is clearly headed “confidential”.

WASTE COLLECTION SURVEY - FOR RURAL PROPERTY OWNERS IN KEMPSEY SHIRE

Property Owners in the rural areas of Kempsey local government area who previously received a fortnightly general waste collection service, reverted to a weekly service with the introduction of Kempsey Shire Council’s new waste collection contract in April. 

Council resolved to survey the affected property owners to determine whether the weekly service was supported by the majority of these property owners. 

The survey is being undertaken separately for the upper Macleay and Lower Macleay rural areas.  All affected rural property owners were sent a survey form and a letter explaining the purpose of the survey.

The survey results will be considered by Council at an Ordinary Meeting of Council with the majority opinion of respondents to the survey determining the outcome for all residents.  The response to the survey has been strong with approximately 50% of owners having responded as of 16 June 2009.  At this stage the results are currently close. 

Council urges property owners who have not responded to the survey to complete and return their survey form to Council so that their preference can be considered.

Completed survey forms must be received at Council (22 Tozer Street, West Kempsey or PO Box 3078 West Kempsey) no later than Monday, 22 June 2009, at 4.30pm.

MACLEAY VALLEY RECOVERY CENTRE - 42 SMITH STREET, KEMPSEY
CLOSING FRIDAY, 26 JUNE 2009

Residents and businesses affected by the recent flood event in Kempsey Shire can seek assistance and advice through the Macleay Valley Recovery Centre located at 42 Smith Street Kempsey in the old Target building between 9am to 4pm, Monday to Friday up until 4pm, Friday 26 June 2009.

If you have not yet done so, you are encouraged to make use of the centre’s services prior to its closing. If this is not possible you will still able to access assistance via the individual agencies.

Hours of Operation:

  • Friday, 19 June, 9.00 am – 4.00 pm;
  • Saturday & Sunday, 20 & 21 June - Closed; and
  • Monday to Friday, 22 -26 June, 9.00 am – 4.00 pm.

Please note that the Centre’s final day of operation will be Friday, 26 June 2009.

PLEASE PICK UP AFTER YOUR PET

The issue of faeces in public areas has been raised as an unacceptable nuisance on which the community has asked Council to actively pursue compliance.

Rangers will be undertaking additional patrols early morning and late evening to ensure that dog owners are doing the right thing in this regard.

Section 20 of the Companion Animal Act 1998, requires that the owner of a dog immediately remove, and dispose of, dog faeces properly. Rangers can issue an on the spot fine of $275 for failure to comply with this Regulation. So please, remember, when exercising your pet in public, to pick up after your pet.
