EXTRA-ORDINARY COUNCIL MEETING - 23 OCTOBER 2009 Kempsey Shire Council is to hold an extra-ordinary meeting on Friday, 23 October 2009, commencing at 9.00am. This meeting is to consider urgent matters related to the purchase of materials for the re-instatement of Turners Flat Bridge. The public are welcome to attend. JACKS CROSSING BRIDGE, COLLOMBATTI - LOAD LIMIT OF 6 TONNE Kempsey Shire Council advises residents and users of the Jacks Crossing Bridge, Collombatti, that due to structural damage a bridge load limit of 6 tonne has been imposed on traffic using the bridge until further notice. SUPPLY & LAY 10MM AC ASPHALT OVERLAY ELBOW STREET KEMPSEY Quotes are invited for the supply and lay of 10mm AC Asphalt overlay in Elbow Street, West Kempsey. INTERIM QUOTATIONS FOR “HIRE OF PLANT & TRUCKS” Quotations are invited for the “Hire of Plant & Trucks - Quotation Number Q2009-001” and will be received up until 10am on Friday, 6 November 2009. The hire of plant and trucks (with or without operators) are to be used on Council’s work sites for the period 6 November 2009 to 31 January 2010; or until an annual tender for “Hire of Plant & Trucks” is advertised, which ever is earliest. Quotations are to be either submitted to the General Manager, Kempsey Shire Council, PO Box 3078, West Kempsey NSW 2440; delivered to the Customer First Centre, 22 Tozer Street, West Kempsey; faxed to 02 6566 3205 or emailed to ksc@kempsey.nsw.gov.au. Compliant quotation submissions will then be registered on Council’s preferred contractors/suppliers list of hired plant and trucks. Contractors/suppliers of hired plant must be registered with Council, to be eligible to perform Council works. The lowest price or any other quote will not necessarily be accepted. DRAFT KEMPSEY LOCAL ENVIRONMENTAL PLAN (KLEP) 1987 (AMENDMENT NO 100) Subject Land: Lots 233 & 317 DP 754396 Parish of Arakoon County of Macquarie Council resolved on 8 July 2008 to prepare a draft Local Environmental Plan (LEP) for the subject land to rezone the land. The purpose of the draft LEP is to rezone the land shown on the draft LEP Map from the current 5(a) Special Uses zone to part Zone 2(c) Residential and part Zone 7(d) Scenic Protection. Council resolved on 9 June 2008 to prepare a draft Development Control Plan (DCP) for the site incorporating the recommendations made in the LES, including the provision of the draft LEP and that the draft LEP and the draft DCP be exhibited concurrently. On 8 September 2009 Council resolved to publicly exhibit the draft DCP for a minimum period of 28 days. The exhibition period will be from Monday, 7 September 2009, to Friday, 6 November 2009. The formal public exhibition including full copies of the draft LEP may be viewed at Council’s Customer First Centre at the Civic Centre, 22 Tozer Street, Kempsey. Copies of the draft LEP Instrument and the draft Map are available at the Kempsey Library, Stuarts Point Library, Hat Head Library and South West Rocks Library. Exhibition documents are also available on Council’s website at www.kempsey.nsw.gov.au. Electronic copies of the exhibition documentation are available on CD for a fee of $25 from Kempsey Shire Council. Submissions to the draft LEP are to be addressed to the General Manager, Kempsey Shire Council, PO Box 3078, WEST KEMPSEY NSW 2440 and are to be submitted no later than close of business on Friday, 13 November 2009. WORKS IN PROGRESS – OCTOBER Town and Village Streets Cardwell Street, South West Rocks (Construction) Maintenance Grading Program Down River Area Up River Area ROAD CONSTRUCTION WORK - ELBOW STREET, WEST KEMPSEY Council commenced work on 14 September to construct centre parking in Elbow Street between Kemp Street and Tozer Street, West Kempsey. The work, which is currently proceeding on schedule, will involve construction of pedestrian refuges and a pedestrian crossing. Alternative parking is available in Edinburgh Lane, which runs parallel behind the Elbow Street shops. Some businesses have rear access to this parking and there is a walkway through from Edinburgh Lane to Elbow Street between the Macleay Community College and the former Meals on Wheels office. Council has erected signs and other safety barriers to assist with the pedestrian access. Traffic control will be in operation while the work is in progress so pedestrians and motorists are asked to be cautious when approaching and travelling through this road work. Council recognises, and apologises for, inconvenience these works will cause but is aiming to have them completed as quickly as possible to minimise the disruption for members of the public and the business community. PUBLIC NOTIFICATION OF DEVELOPMENT CONSENTS - ISSUED BY COUNCIL Consent has been granted for the following applications.
A record of consents may be inspected, without charge, at the Customer First Centre of the Kempsey Shire Council, Civic Centre, Tozer Street, West Kempsey, between 8.30 am and 4.30 pm from Monday to Friday (public holidays excepted). NOTICE OF PROPOSED DEVELOPMENTS The following applications have been received and are notified in accordance with Council’s Policy.
The applications and plans relating to the developments to which this notice refers may be inspected at council’s Customer First Centre, Tozer Street, West Kempsey, any time between 8.30am and 4.30pm from Monday to Friday (public holidays excepted) for the period stated above. At anytime during which the application may be inspected, any person: 1 who has received written notice of a proposed development from Council; or A person or associate of the person who makes a submission in relation to the application must make a disclosure of any reportable political donation or gift made in the previous 2 years (and up to the time the matter is determined). The disclosure (Disclosure Statement of Political Donations and Gifts) will need to accompany the submission. A Disclosure Form and further details can be obtained from Council’s website or Customer First Centre. If the application will need to be considered by Council, a precis of submissions received will be included in a report to Council for determination of the application. Copies of submissions may be included in the Appendices to the Business Paper unless specifically requested by the writer not to be included and the submission is clearly headed “confidential”. ENGRAVERS FOR HIRE Kempsey Shire Council, has taken a proactive approach to help assist residents prevent and recover stolen property. Council as part of its Community Safety Program has purchased portable engraving kits that are available for hire. These kits will assist you to mark your property with your licence number which is easily recognisable by the Police and makes recovery much easier should you have your property stolen. The kits are light and easy to use, the instructions are also included to guide residents in marking their property. These kits are available for hire from Friday afternoon to 10am Monday morning for a small fee of $10. If the engravers are returned after 10am however an additional $10 is payable. After hours returns are available through the Kempsey Shire Library book return shute located on Elbow Street entrance. Council recommend that residents engrave their licence number onto their personal items as this is easily recognisable. Instructions of use are issued with the engraving kits. COUNCIL’S WEBSITE Council is continually updating and expanding its website to make it easy for residents and visitors to access a range of information on the Council and the Shire. Did you know you can now access Council’s business paper and minutes, as well as many documents such as the Annual Report, the Management Plan and the State of the Environment Report. HELP PREVENT VANDALISM Damage caused by vandals costs your Council a lot of money to repair – money that could be spent on other more worthy community projects. Help us minimise this cost by reporting to the Police or Council any acts of vandalism when you see them being committed. Together, we may be able to reduce the impact of vandalism on our area. Council policy (C21:18) “Rewards – Vandalism” offers a reward of $1,500 for information leading to the conviction of a person or persons responsible for damage or vandalism to Council buildings and property. A reward of up to five thousand dollars ($5,000) is also offered for information leading to the successful conviction of a person or persons responsible for damage to and/or interfering with Council’s flood gates and associated structures. Please help Council reduce the amount of money it has to spend on undoing the work of vandals. BUILD A SAFER HOME As part of its Crime Prevention Strategy, Kempsey Shire Council has developed a set of Guidelines for Crime Prevention through Environmental Design (CPTED). These guidelines are specifically designed to assist builders and developers with design options that pay heed to home security considerations.
