MACLEAY RIVER ESTUARY – ECOLOGICAL STUDY Council is seeking expressions of interest (EOI) from suitably qualified consultants to undertake an Ecological Study of the Macleay River estuary to accompany and supplement the Macleay River Estuary Processes Study and to further complement the preparation of a Management Plan for the Macleay River Estuary in accordance with the provisions described in the NSW Government’s Estuary Management Manual (1992). The ecological study is to provided a comprehensive understanding of estuary and floodplain relationship, interaction and function, key estuarine aquatic flora and fauna spp distribution their habitat, seasonal movement patterns, breeding and threats Copies of the consultancy brief can be obtained by contacting Ron Kemsley at Kempsey Shire Council either by phone on 02 6566 3248 or by email to ron.kemsley@kempsey.nsw.gov.au. Consultants proposals should be in writing and will be received up until 4.30pm, Tuesday, 27 October 2009. WATER MAIN UNDER BORING SERVICES - KEMPSEY LOCAL GOVERNMENT AREA Kempsey Shire Council is inviting applications from persons interested in tendering for a proposed contract, water main under boring services, at three locations within the Kempsey local government area. The contract involves two river crossings approximately 400dia, 300m and 470m long with a wetlands crossing approximately 125dia, 1300m long. Council will prepare a list of suitable tenderers drawn from the expressions of interest (EOI’s) received. Intending respondents should obtain Council’s preliminary “needs statement” in this regard. Expressions of Interest, clearly marked “Water Main Under Boring Services” must be sent electronically to ksc@kempsey.nsw.gov.au and received by 4pm (NSW daylight saving time) Tuesday, 27 October 2009. ANNUAL GATE CLOSURE - GRASSY HEAD The gate on Reserve Road, Grassy Head will be closed from Friday, 9 October, until Sunday, 18 October 2009, from 10pm until 5am. Council apologizes for any inconvenience this may cause. DRAFT COMPREHENSIVE STATE OF ENVIRONMENT REPORT 2008/09 Council resolved at its meeting of 8 September 2009 to endorse the draft Comprehensive State of Environment Report (2008/09) for the Kempsey Shire Local Government Area for the purposes of public exhibition. The exhibition period will be 28 days from Tuesday, 15 September 2009, to Tuesday, 13 October 2009. The formal public exhibition may be viewed at Council’s Customer First Centre at the Civic Centre, 22 Tozer Street, West Kempsey, Monday to Friday between 8.30am and 4.30pm. Copies of the draft Report will also be available at the Kempsey, South West Rocks, Hat Head and Stuarts Point Libraries during normal opening hours. The draft Plan is also available on Council’s website at www.kempsey.nsw.gov.au. Submissions on the draft Report are to be addressed to the General Manager, Kempsey Shire Council, PO Box 3078, WEST KEMPSEY NSW 2440 and are to be submitted no later than close of business on Tuesday, 13 October 2009. CHANGE OF GARBAGE/RECYCLING COLLECTION DAY After a review of garbage and recycling services with residents and commercial operators in the South Kempsey Industrial area and on the Pacific Highway, Council has changed the collection day from Monday to Thursday. The change of day will stop businesses having to place their bins out on Friday afternoon for a Monday collection. The areas affected by this change are the southern section of the Pacific Highway, all of the industrial area in South Kempsey, bounded by and including Angus McNeil Crescent and Harry Boyes Avenue. The change to service commenced Monday, 28 September 2009. The properties affected received a service on the Monday (28 September) as normal and will again receive a service on the Thursday (1 October) of the same week to ensure they are not disadvantaged. ROAD CONSTRUCTION WORK - ELBOW STREET, WEST KEMPSEY Council commenced work on 14 September to construct centre parking in Elbow Street between Kemp Street and Tozer Street, West Kempsey. The work, which is currently proceeding on schedule, will involve reconstructing the existing road pavement in the car parking areas of Elbow Street and laying an asphalt wearing surface. Alternative parking is available in Edinburgh Lane, which runs parallel behind the Elbow Street shops. Some businesses have rear access to this parking and there is a walkway through from Edinburgh Lane to Elbow Street between the Macleay Community College and the former Meals on Wheels office. Council has erected signs and other safety barriers to assist with the pedestrian access. Traffic control will be in operation while the work is in progress so pedestrians and motorists are asked to be cautious when approaching and travelling through this road work. Council recognises, and apologises for, inconvenience these works will cause but is aiming to have them completed as quickly as possible to minimise the disruption for members of the public and the business community. Please note, no work will be carried out on this site between Monday, 5 October, and Friday, 9 October. During this week rear to curb angle parking will be available in Elbow Street although motorists should note that no spaces will be marked. Work on Elbow Street will recommence on Monday, 12 October. CONSTRUCTION OF STUARTS POINT RIVERBANK REHABILITATION Suitably qualified companies are invited to submit quotations for the construction of a 50 metre Gabion basket wall and 150 metre rock wall with rock fillets. The construction works are located on the western bank of the Macleay River estuary adjacent to the Stuarts Point Caravan Park. Interested parties can obtain further specifications from Troy Baker on 6566 3342. These guidelines are specifically designed to assist builders and developers with design options that pay heed to home security considerations.
