Procurement Policy

Note: Prior to a review being undertaken of Council’s procurement policies and procedures an interim direction has been issued by the Director Corporate which must be adhered to as well as the current policy and procedure. 



  1. To obtain best value for our community through effective, responsible and transparent procurement methods that are appropriately funded.
  2. To provide direction to management and staff in managing and operating Council’s procurement processes and promote compliance with legislative framework prescribed by the Local Government Act 1993 and the Local Government (General) Regulations 2005.
  3. To encourage and support local suppliers and support economic activity within the Kempsey Shire, where it is efficient to do so, while achieving the Council’s overall ‘value-for-money’ objectives.
  4. To achieve best practice in procurement through high standards in workplace reform, probity, organisational performance and environmental management and sustainability.
