Kempsey Shire Council response to the coronavirus

Impact on Council services and events

Council is making every effort to reopen all services in line with changes to NSW Public Health Orders.

Public facilities

  • Customer Service Centre - Our Centre is operating with restricted opening hours of 10am - 2pm Monday to Friday. Customer Service staff are available online and by phone 6566 3200 during normal business hours
  • Sports fields - Council is working with all local sports clubs to revise bookings for training and competition in line with guidelines from regional and state associations. Organisations seeking to resume competition need to provide a Covid Safe Plan as part of their booking request. Contact the customer service team on 6566 3200 for further details.
  • Playgrounds, skate parks, public toilets, barbecues, showers and taps at recreation facilities have been returned to operational status. Use is restricted to groups of no more than 10 and social distancing and good hygiene should be followed. The following public toilets remain closed:
    • Stuarts Point Sports Fields - sports fields amenities will remain closed and only open during booked events
  • Community Halls - Our Community Halls are run by volunteers with each making independent decisions about their operations. At present our Halls are operating at various capacities. Anyone wishing to book a Hall or enquire about programs or activities is advised to contact the Hall committee directly. Contact details are available on the Community Halls page
  • Visitor Information Centres - The Visitor Information Centre at South Kempsey is open 10am - 3pm, 7 days a week. The South West Rocks Visitor Information Centre is open 10am - 3pm, Tuesday, Wednesday and Friday - Sunday.

Kempsey Shire Library

  • Kempsey, Stuarts Point and South West Rocks libraries are open for all services subject to some restrictions. The branch at Hat Head remains closed. Restrictions include reduced hours, limitations on the number of people inside at once and time limits on some services.

    Use of the library is subject to strict enforcement of public health guidelines including social distancing and public hygiene. The opening hours are:
    • Kempsey Branch: Monday-Friday 10am-4pm
    • South West Rocks Branch: Tuesday-Thursday 10am-1pm & 2pm-4pm
    • Stuarts Point Branch: Tuesday and Thursday 10am-1pm & 2pm-4pm

Waste services

  • Regular household three-bin kerbside collections continue as normal
  • The Waste Management Centre on Crescent Head Road and the Waste Transfer Stations in South West Rocks, Stuarts Point and Bellbrook have resumed full service
  • The ReUse shop at the Waste Management Centre is open with a maximum of 3 people in the shop at one time
  • No cash payments are being taken at waste management facilities, zero-touch options such as tap-to-pay must be used
  • The Community Recycling Centre trailer that visits towns and villages around the Shire has resumed
  • Customers must remain in vehicles at the weighbridge and abide by public health protocols including social distancing at all other times

Our five Macleay Valley Coast Holiday Parks have reopened. For more information visit:


Council beaches are open. There are currently no lifesavers on patrol on Council beaches as the patrol season for 2019/20 concluded in April 2020.

Meetings and elections

Council meetings

Council meetings and public forums are open to the public with some restrictions on the maximum number of people attending.

Elections postponed

The New South Wales State Government has postponed Local Government Elections due to be held in September 2020 for 12 months. The elections will now be held in September 2021.

Kempsey Shire Council’s current Mayor and Councillors will continue to hold their civic offices until the rescheduled local government elections are held.
