Elbow Street upgrade complete

Media release - 16 April 2018

Additional parking spaces, improved pedestrian access and a more attractive streetscape are the results of the recently completed upgrade to Elbow Street, West Kempsey.

The works form part of Kempsey Shire Council’s program of road maintenance and rehabilitation and have seen extensive upgrades from the intersection of Elbow and Tozer Streets in West Kempsey.

An additional eight parking spaces have been created by converting kerbside parking from angle to parallel and creating centre parking, upgrades have been made to the kerb and guttering, footpaths and the road pavement as well as tree planting and extending the 40km/h speed limit a further 25 metres to the west side of the Harold Walker Avenue intersection.

The water main and road renewals programs were also combined to replace aging water mains on the Southern corner of Elbow and Tozer Streets.

Council’s Acting Manager of Engineering Works, Tony Green, said Council has increased safety and improved access, particularly for people living with a disability through the realignment of parking spaces.

“A new disabled parking space has been created adjacent to the Service NSW building for safer access and parking for both drivers and passengers,” Mr Green said.

“An existing parking space has also been moved from Elbow Street and relocated to Harold Walker Avenue. This parking space has been extended to allow extra room for vehicles to park and operate rear-mounted lift devices.”

Upgrade works to Tozer Street such as replacing kerb and guttering, footpaths and resealing the road pavement are continuing. The works had been delayed due to last month’s wet weather event.
