| 2008 AUSTRALIA DAY AMBASSADOR ANNOUNCED
Andrew Walsh AM, a performing Arts professional is Kempsey Shire’s Australia Day Ambassador for 2008. “Australia Day is a day for appreciating all that is good about the country we live in. Every year we are fortunate to have the chance to meet some wonderful people through the Australia Day Ambassador Program. This year we will have the pleasure of hosting Andrew Walsh AM as our Australia Day Ambassador,” said Kempsey Shire Mayor Betty Green. Andrew Walsh AM has over the past 25 years been responsible for some of Australia and the world's most spectacular and memorable events. In an extensive career that commenced in Melbourne in the late 1970's Mr Walsh has been continuously employed in the arts he has worked for major performing arts companies, toured with international stars and directed hundreds of productions and events. He was the technical director for Australian Pavilions at three world expos, has directed Sydney's Australia Day Spectacular for the past fifteen years. He directed the London Millennium Celebrations and in 2001 was Creative Director of the widely acclaimed Centennial Ceremony for Australia's Centenary of Federation for which he was awarded the Centenary Medal. In 2003 Andrew was Director of Ceremonies for Rugby World Cup 2003 and conceived and directed the Opening and Closing Ceremonies and pre-match anthem segments. And most recently was the Executive Producer of the Opening and Closing Ceremonies of the Athens 2004 Olympic Games. “Mr Walsh will be special guest at our Australia Day ceremony to be held at Riverside Park on Saturday, 26 January from 2pm. The ceremony will include the official flag-raising at Riverside Park at 2.30pm, the presentation of the Shire’s Australia Day awards, the Australia Day naturalisation ceremony, the U3A Acappella group and local Kempsey youth band ‘Pokerface’ will be performing,” added Mayor Green. The Rotary Club of Kempsey West will also be sponsoring and hosting the Great Aussie Icon Scarecrow competition at the event. Families are encouraged to participate in creating a scarecrow representing an Aussie Icon. The South West Rocks and Crescent Head Lions Clubs will also host their traditional Australia Day breakfasts at the respective beachside villages from 8am. “I encourage residents of and visitors to Kempsey Shire to be part of our national day by coming along to one of the Shire’s Australia day events,” concluded Mayor Green. |

Council Reviews Its Open Space and Recreation Maintenance Program Kempsey Shire Council has reviewed its Open Space and Recreation maintenance program in an effort to combat the rapid growth of grass caused by the recent wet and humid climatic conditions. Bruce Morris, Director of Shire Services said, “Council staff are working hard to get on top of the situation but, like anyone who mows a lawn at the moment, every time you turn around the grass needs mowing again! It’s a very frustrating time for our staff, who take a great deal of pride in keeping our parks, sporting fields and roadsides looking neat and tidy.” “Council wants to reassure sporting groups who are currently using our fields and facilities that their playing surfaces will be properly maintained. To achieve this Council has re-jigged its maintenance program to increase the number of times these areas are mowed and reduce the frequency at other less used parks.” “We are also trying to be mindful of roadside ‘line of sight’ mowing commitments to ensure traffic safety.” “It’s a difficult task to manage but, fortunately, it is not a long term one. In another 6-8 weeks the grass growth rate should slow down and things will become more manageable for everyone. “ “In the meantime Council appreciates the community’s patience and will continue to do its best to keep the Shire looking good,” concluded Mr Morris. |

RECYCLE YOUR OLD CDMA PHONE Kempsey Shire Council and MobileMuster, the official recycling program of the mobile phone industry, are calling on residents to recycle their old CDMA mobile phone handsets, batteries, chargers and accessories at their council collection point or post them free of charge to MobileMuster. MobileMuster will recycle all CDMA handsets, batteries, chargers and accessories and recover over 90% of the plastics and metals. The recycled materials can then be turned into plastic fence posts, jewellery and stainless steel products. "The closure of the CDMA network will mean many Macleay area residents will be replacing their old CDMA mobile phones, so it is important that as a community we don't leave these lying around at home or in the office or worst still end up in the rubbish" said Kempsey Shire Council Mayor, Betty Green. "Mobile phones, batteries, chargers and accessories are not biodegradable and should not be thrown in the rubbish bin where they will end up in landfill," added Mayor Green. Rose Read , Manager of Australian Mobile Telecommunications Association's (AMTA) recycling program, MobileMuster, says over 90% of the materials in mobiles can be recovered and reused. "Mobile phones contain many useful metals like copper, silver and gold, as well as plastic that can be recovered. The CDMA mobile you are using today, could be part of a plastic fence post you are installing next year . "I'm encouraging Kempsey Shire residents to do their part for the environment by recycling old CDMA mobile phones, batteries, chargers, and accessories now. In doing so together we will be reducing our demand on natural resources, saving energy and helping protect the planet, " Ms Read added. The Kempsey Toy Library has been able to purchase specialised gym equipment for young children aged between 4-8 years of age, thanks to a $500 donation from the Macleay Regional Co-operative. Gabi Brie , Kempsey Shire Librarian said, "We really grateful to the Macleay Regional Co-op for their generous donation because our Toy Library now has an excellent range of fitness equipment to help educate children in developing good physical activity habits for life." "The equipment includes an exercise bike, treadmill, rower, trampoline and an air walker. It's great for circuit training, keeping fit and getting little bodies moving and co-ordinated," added Ms Brie. The equipment is now available for borrowing to pre-schools, primary schools, Day Care mums, sporting groups or any other group where the items will be under strict adult supervision. LIVING LIBRARY COMES TO KEMPSEY Kempsey Shire Library looking at introducing a 'Living Library' and has invited Lismore City Librarian, Lucy Kinsley to visit Kempsey on Monday 11 February to talk with Library staff and interested members of the community about the concept. Kempsey Shire Librarian, Gabi Brie said, "Lismore City Library has been operating a highly successful 'Living Library' for over twelve months so we have invited Lucy share their experiences with us as we embark on our Living Library project here." "A Living Library is one way in which people with different life experiences and backgrounds can connect with each other in a comfortable and relaxed environment. The concept originated in Northern Europe , and has come to our attention through the Lismore model, which is thriving," said Ms Brie. "People who consider that they have different experiences or backgrounds, volunteer to become Living Books. Under the auspices of their local library, sessions are organised, when those who are interested in listening to these experiences, can spend some time sitting comfortably and chatting with, these Living Books." "This initial meeting is expected to last about two hours and will held at Kempsey Library . It is open to all people who may be interested in helping organise a Living Library, or who may be interested in becoming a Living Book, a reader of Living Books, or just anyone interested in the concept." Learn to trace history at Indigenous Research Workshop Kempsey Shire Library is holding a workshop for people who want to research indigenous records on Saturday 16 February from 12.30pm until 4pm. The indigenous research workshop will assist people undertaking research into Aboriginal history and family history. Due to the sensitive nature of many of these records and the conditions of access, the library's usual role in this process is to refer people to different organizations who may be able to help. "It is hoped that through this workshop members of our indigenous and wider community will develop an understanding of the different avenues open to them when seeking information about Aboriginal records," said Gabi Brie, Shire Librarian. The workshop will introduce the major organisations both in New South Wales , and nationally, that hold Aboriginal records. The main custodians of Aboriginal records will be discussed during the session. The State Library of New South Wales holds mission and missionary records, Tindale Genealogies and the Australian Indigenous Index, INFOKOORI." "The New South Wales State Archives hold the records of the Aborigines Welfare Board; these records include the Case Papers of Kinchela Boys Home 1944 - 1967. The procedure for accessing the Welfare Board material will be outlined during the session. The National Archives of Australia holds large quantities of files that contain information about Aboriginal people and their history. The "Bringing Them Home Name Index" project is compiled from these records." "The workshop will also include the material from Australian Institute of Aboriginal and Torres Strait Islander Studies (AIATSIS) and the New South Wales Registry of Births, Deaths and Marriages," added Ms Brie. The format of the workshop, will be mainly internet based, due to the nature of the material, so it is recommended that attendees with limited computer skills bring someone along who can help them get the most out of the workshop. | Kempsey Shire Council joins Global Cities for Climate Protection
Kempsey Shire Council has recently joined the Cities for Climate Protection (CCP) Australia Program and is one of 231 Australian local governments who have made a formal commitment to reduce greenhouse gas emissions in Council operations and in the community. Betty Green, Mayor of Kempsey Shire said, “It is important that we all work together to combat the effects of climate change and this program is a good way to stay in touch and share ideas with other communities”. In joining CCP, Kempsey Shire Council will work through a series of milestones to make an inventory of their greenhouse gas emissions, set reduction goals, plan and implement actions, and monitor their progress. This commitment represents Kempsey Shire Council’s intention to:
“Council is hopeful of making good progress towards reducing the Shire’s greenhouse gas emissions through its involvement in the CCP. REFERENDUM FOR KEMPSEY SHIRE ON MAYORAL ELECTION Kempsey Shire Council voted at its 12 February meeting to hold a referendum in conjunction with Local Government elections in September 2008, to decide if the Mayor of Kempsey Shire should be popularly elected for the full term of Council rather than by Councillors every 12 months, as is the current system. It is anticipated, in the lead up to the referendum, that there will be information on the issue circulated to the community to help in its decision-making. |

| WORK CONTINUES FOR FLOODPLAIN PROJECT
The Macleay River Floodplain Project (MRFP), established in 2000, is making excellent progress towards its aim of landowners working together with stakeholders such as government agencies to better manage the Macleay River Floodplain in non-flood periods. Chairman of the Macleay River Floodplain Project, Councillor Brian Sowter said, “Lots of good work has been achieved so far by the Project and our committee will continue to seek grant funding for works that help with the environmental sustainability of our floodplain. Community support and understanding is vital to the ongoing success of the MRFP.” “The MRFP, an initiative of Kempsey Shire Council, has been responsible for assisting landholders with many positive actions designed to solve and manage environmental problems associated with the Macleay River and Upper Maria River floodplains. The Project is overseen by a Committee of Council with representatives from the beef and dairy, fishing and oyster farming, relevant State government agencies and environmental interest groups.” Since its inception the MRFP has attracted significant levels of funding from many different funding agencies such as the NSW State and Federal Government and the Northern Rivers Catchment Management Authority for environmental and farmland pasture management projects. “Over the last 8 years many such projects have been successfully undertaken, in the Lower Macleay, Belmore River, Kinchela Creek, Clybucca Creek, Upper Maria River areas. These worthwhile projects include: fish passage and aquatic habitat improvement projects, acid sulphate soils remediation projects, wetland and backswamp management and riverbank restoration projects,” concluded Councillor Sowter. The MRFP has been successful in winning a number of environmental awards such as the Local Government Excellence in the Environment Awards, Landcare Commendation and Coastal council of NSW Commendation Awards. |

| CLEAN UP AUSTRALIA DAY MARCH 2: ACTION NEEDED ON PLASTIC BOTTLE RUBBISH Kempsey Shire Council residents could save more than $1200 a year and the environment by turning their back on bottled water and going back to the tap. As Clean up Australia Day approaches on March 2, Clean Up Australia Chairman Ian Kiernan AO says it’s time for people to realise they’re spending around $2.50 for a litre of water that costs less than one cent when it comes out of a tap. “Bottled water also has an environmental cost. If people used a refillable bottle instead of buying a new one every time they wanted a drink of water, then we would help to reduce the huge amount ofgreenhouse gases created in making and transporting them.” Australia uses more than 300,000 barrels of oil a year to make PET bottles for bottled water. Of the 118,000 tonnes of plastic drink bottles Australians buy in one year only 35 per cent are recycled. The 76,700 tonnes left behind either go to landfill or end up in our environment as rubbish. Mr Kiernan is calling on people across the nation to join together to remove plastic bottles and other rubbish from our environment. “Clean Up Australia Day on Sunday, March 2 will be a focus for community action to address not just the growing problem of plastic bottle rubbish but greenhouse gas pollution as well.” “It’s not too late to get involved,” said Owen Moon, Council’s Waste Coordinator. “Climate change is the greatest challenge facing our and future generations.” Mr Kiernan said. “I encourage everyone to take action by registering for Clean Up Day. | COUNCIL ANNOUNCES MENTORING PROGRAM FOR POTENTIAL COUNCILLORS
Kempsey Shire Council is calling for applications from people interested in standing for Council at the next Local Government elections (13 September 2008) to take part in a mentoring program for potential Councillors. The program, designed to help potential candidates to understand more about the role of the councillor in local government, will run between Monday, 7 April, and Saturday, 1 August 2008. Mayor Councillor Betty Green said, “Participants will have to commit a minimum of 5 working days throughout the five month period to the program, which includes a one day workshop to learn about how local government functions, as well as, attendance at several meetings. It is hoped the program will encourage more candidates to stand, and give them a better understanding of what they can expect should they be elected to Council.” The criteria for inclusion in the Kempsey Shire Council Mentoring Program are that the person

| TRAFFIC ARRANGEMENTS FOR THE EASTER HOLIDAYS
In order to minimise delays over Easter for traffic travelling along the Pacific Highway, the Roads and Traffic Authority, in consultation with Kempsey Shire Council and the local Police, will implement the traffic management strategy for periods when traffic flows are anticipated to be higher than normal. Major delays may occur on Thursday (20 March) so to assist with traffic flow no right turn will be allowed from Smith Street into Belgrave Street from 7am on that day. “The Roads and Traffic Authority will monitor the flow of traffic during this period and the measures implemented will be removed as soon as the traffic queueing has been reduced” said Bruce Morris Kempsey Shire Council’s Director Shire Services. “This strategy has been successful in the past at minimising delays and the effect on both local and tourist traffic and businesses.” Mr Morris added, “To avoid delays, it is recommended that eastbound traffic should access the highway via the traffic lights at Forth or Stuart Street rather than at the traffic lights in Belgrave Street. The co-operation of all motorists and businesses is appreciated.” |

LIBRARY NEWS FOR COMMUNITY NOTICEBOARD SENIORS MORNING TEA AT KEMPSEY Kempsey Library will host a library information session and morning tea on the morning of Tuesday, 8 of April, at 10.30 am in celebration of Seniors’ Week. Library staff will provide a guided tour of the library’s collection to remind people of all the wonderful resources available to them. Shire Librarian Gabi Brie said: “Many people get into the habit of only going to one or two sections of the library, and they don’t realize that there are shelves and shelves of other materials that may be of interest to them.” There are books on tape and CD, large print books and normal print books. Apart from novels, the library holds biographies, true adventure stories, real life crime stories and the personal histories of diggers in all of the wars. The library subscribes to over 30 magazines and there are music CDs as well as video tapes and DVDs. Morning tea will be provided at 10.30 followed by the guided tours led by library staff. NEW AUDIO RESOURCES AT LIBRARY Earlier this year, the Kempsey Library (together with the Port Macquarie Hastings Library) received a grant of $58,000 from the Library Council of New South Wales for the purchase of new audio resources. With this funding the libraries have been able to purchase recent bestsellers on CDs and a few on audio tapes. Staff have been working very hard to process all these wonderful resources and they will be made available for borrowing at a launch party on Thursday, 10 April, at 5.00 pm. Come along, have some nibbles with library staff, have a explore the titles available in these fantastic talking books! These audio tapes are expected to be popular with borrowers so be sure to come along to the launch and be among the first to take a selection home! |

Earth Hour 2008 highlights the actions individuals and communities can take to help combat a global issue such as climate change. | 16 DAY HERITAGE FESTIVAL BEGINS APRIL 5
The 2008 NSW National Trust Heritage Festival runs from 5 -20 April with Kempsey Shire and Port Macquarie Hastings Councils joining forces for the third consecutive year, to bring together more than 40 heritage-based events, which have been planned around this year’s festival theme “Our Place”. The official opening of the festival will take place at Timbertown Heritage Park in Wauchope from 10.30am on Saturday, 5 April, with events scheduled every day thereafter for the entire 16 days of the festival. Events in the Macleay Valley include a walking tour of Trial Bay Gaol (5 April); a tour of the Akubra Factory (‘The making of an Icon’ – 10 April)’; the ‘Travel a Country Mile’ bus tour to Nulla and Bellbrook with the Macleay v Historical Society (13 April); and the Smoky Cape Lighthouse walking tour (20 April). Some of the events in the Hastings include: the ‘Lashings in the Lilypond’ walking tour (8 &19 April); the ‘Death by Poisoning’ mock trial (8 & 15 April); Drive and walking tour of the Convict Lime Kilns at Kumbatine National Park (18 April); and the Kendall Classics recital (6 April); to name a few. | AUTHOR TO VISIT LIBRARY
Jane Mundy, author of the book “Cholas in Bowlers: Journey to Bolivia” will visit Kempsey Shire Library on Tuesday, 15 April, at 2.00 pm to talk about her experiences in Bolivia which led to her writing the book which paints a vivid picture of life in Bolivia, a nation with a turbulent political history and the highest indigenous population of any South American country. Jane Mundy, a journalist, was the mother of grown-up sons when she met Graham. She began a new chapter in her life when she took off with him to Bolivia on the other side of the world. The title of the book, which tells of her adventures, comes from the distinctive bowler hats (cholas) worn by the indigenous women. The book is humorous and inspiring in its telling of the story of Jane and Graham’s relationship, against the backdrop of South America’s poorest but some say most endearing of countries. The event is sure to be entertaining so everyone is encouraged to come along and talk with Jane about her book and her adventures. | COUNCIL LOBBIES ON HOSPITAL ISSUE
Kempsey Shire Council has written for a second time to Minister for Health the Hon. Reba Meagher MP inviting her to visit Kempsey District Hospital to discuss issues of concern about the Shire’s health system. Mayor Councillor Betty Green said, “Council unanimously resolved at its October 2007 meeting to urge the Minister for Health to visit Kempsey. We have written to the Minister twice and Council raised the issue at the Local Government Conference, held in Coffs Harbour late last year. “To date the Minister has been unable to accept our invitation but we will continue to lobby until our Hospital gets the attention it deserves.” “Both Councillor Bowell and myself have also made written and verbal submissions to the current Acute Health Care Services Enquiry in a bid to make sure Kempsey’s health care needs stay on the agenda.” “While health is not a local government portfolio, Council is using the full extent of its lobbying power to keep this issue in the focus of State and Federal politicians.” |

The Cole Report commissioned by the NSW Government to assess ratepayer losses stemming from local government’s investment in collateralised debt obligations (CDOs) was tabled in NSW Parliament on Wednesday (2 April). While interested in the outcome of the Report, Kempsey Shire Council General Manager Allan Burgess advised that Kempsey council had not experienced any such losses. Mr Burgess noted that a report to this effect is to tabled at Tuesday’s (8 April) Council Meeting. He said, “Kempsey Shire Council has no exposure to US sub-prime mortgage market which has affected the investments of some other local councils in New South Wales. Our investment strategy is based principally on Interest Bearing Cash Deposits made in accordance with Department of Local Government regulations.” “Council is, none the less, keen to glean what it can from the Cole Report and its recommendations to make sure we stay on track with sound investments so that the Shire’s assets are, not only, protected but also attract as much capital growth as possible, on behalf of our ratepayers”, concluded Mr Burgess. |

| Kempsey Community tackles alcohol-related crime in April
Data from the Alcohol Action in Rural Communities (AARC) project shows that, historically, there has been a peak in alcohol-related crime in Kempsey around this time each April. Dr Anthony Shakeshaft, co-lead investigator on AARC, said that the crime data from 2001 to 2006 clearly showed that the weekend of the 12th and 13th April is high-risk for alcohol-related malicious damage, accounting for 49% of incidents in the month. The majority of which occurred in 2005 and 2006. Statistics indicate that the second weekend in April is an opportune time to implement strategies aimed at reducing alcohol-related harm: “When the cost and social impact of these crimes on the community is considered, including the need for police, ambulance and hospital resources, there is clear scope for everyone to be more responsible in the use of alcohol,” said Dr Shakeshaft. AARC reported to a steering group of Kempsey Shire representatives, chaired by Mayor Betty Green, that one relatively effective strategy for addressing this peak is a more co-ordinated effort between licensees, police, local council and local media. As a result, Kempsey Police have agreed to prioritise visible policing this weekend; and Mayor Green has written to pubs and clubs in Kempsey, requesting that they be extra vigilant. Specific recommendations include: continued responsible service of alcohol, encouraging patrons to use a designated driver or alternative transport options to get home, and taking a more strategic approach to security by working co-operatively with police. Kempsey Police Inspector Peter Neville agrees that this is a prime opportunity to target the reduction of alcohol-related harm. “Police will be more visible this weekend. It is important that Shire residents who do decide to drink this weekend, do so responsibly and have organised a safe way to get home before they even go out” he said. Yvonne Burnett, licensee at the North Railway added, “We are grateful for support from local police and Kempsey Shire Council in helping us increase safety for our patrons at this high risk time. Obviously the safety and enjoyment of our patrons is always a priority for us”. “It is clear from data specific to Kempsey, as collected by AARC,” said Dr Shakeshaft, “that rates of short-term risky drinking, that is, drinking to excess on one occasion, are higher in Kempsey than is the case nationally.” “So if you are drinking this weekend, please take responsibility for your own safety, as well as the safety of others. Here are some tips: before you start drinking plan to go home at a set time; drink water between alcoholic drinks; and select a designated driver; and/or use services designed to keep you safe after drinking, such as courtesy buses and taxis. If you take these simple steps you can significantly reduce your chances of experiencing alcohol-related harm,” he continued. Mayor Betty Green agreed, “Kempsey is fortunate to have a proactive liquor accord whose members have already undertaken independent initiatives to help reduce alcohol-related harm in Kempsey”. “It is important, however, that those who are aware of their behaviour when drinking also make a positive contribution towards reducing alcohol-related harm. We’re not asking people to stop drinking, but to be responsible and plan ahead if they do drink,” she added. AARC will be working with the police to measure whether there is a reduction in alcohol-related crime this weekend, with more interventions due to roll out over the next 6 months. “As Kempsey takes on new programs, we will be able to analyse data to determine whether they are having an impact on reducing harms experienced by residents” said Dr Shakeshaft. |

| 25th ANNIVERSARY CELEBRATIONS FOR INFORMATION CENTRE & MUSEUM The Kempsey Cultural Centre, incorporating the Kempsey Visitor Information Centre and Historical Museum is celebrating its 25th Anniversary this Saturday (3 May). The Kempsey Cultural Centre, located in South Kempsey Park, Lachlan Street, was designed by internationally renowned architect, Glenn Murcutt. While construction of the building was completed in 1982, Mr Murcutt was first approached by Miss Gwen Kemp (former president of the Macleay Historical Society) in 1976 seeking assistance with the design of a museum to house the area’s historical artefacts. “Twenty-five years on the building’s unique design has cemented its place in Australian architectural history and it is fitting that Council celebrates this milestone in someway,” said Bruce Snape, Kempsey Shire Council’s Director Corporate & Community Services. “In honour of the 25th anniversary celebrations the Historical Museum will offer free entry between 10.00 am and 4.00 pm on Saturday, 3 May. There will also be an official ceremony to mark the occasion,” added Mr Snape. Kempsey Shire Library took the opportunity to celebrate Volunteers Week and thank its volunteers with a luncheon held at Riverside Café in Gladstone on Friday 16 May. Twenty-seven library volunteers from the library branches at Hat Head, Kempsey, South West Rocks and Stuarts Point enjoyed meeting each other and sharing, not only lunch, but the pleasure they gain from being a volunteer. Shire Librarian, Gabi Brie said, “There was a wonderful buzz of conversation as people who had barely known of each others’ existence had a chance to get to know each others and discover how much they had in common. “ “Library staff were also glad to have the chance to show their appreciation of the work and the many hours these people put in to helping our libraries meet the needs of the community”. |

KEMPSEY SHIRE REMEMBERS SORRY DAY The 26th May 1998, marked the very first Sorry Day to recognise the impact of the removal of Aboriginal and Torres Strait Islander children form their families. This year marks ten years on with the event being recognised as a National Day of Healing for all Australians. The Day will focus on the healing needed throughout Australian’s society if we are to achieve reconciliation. Locally, Kempsey Shire Council in conjunction with Durri Aboriginal Medical Service, Forrest NSW and Centrelink will be holding a number of activities. These include the planting of trees at Greenhills, Burnt Bridge, Durri AMS and through out the Shire. Then commencing at 11.00am a Barbeque will be held at Durri AMS which is open to both indigenous and non-indigenous people as part of this national day of healing. |

| FINAL COLLECTION IN ANNUAL DRUMMUSTER THIS FRIDAY Kempsey Shire Council’s annual DrumMUSTER program, which is designed specifically to help people dispose of chemical drums and containers safely, concludes this Friday (30 May). Over 200 containers have been collected at the Crescent Head landfill site during this year’s DrumMUSTER. Since DrumMUSTER collections began on the Mid North Coast in 2001 thousands of containers have been safely disposed of. Owen Moon, Council’s Waste Co-ordinator said, “We’ve had an excellent response to DrumMUSTER this year. It’s a good result all around, especially for our environment!” “Anyone with empty chemical containers they still wish to get rid should take them to the Crescent Head Road Landfill site this Friday between 8.30am and 3.30pm. All containers need to be rinsed and clean prior to acceptance at site.” People with large loads of containers, say up to 50 X 25 litre, will need to phone ahead on 6562 2042 and book prior to arrival at the Crescent Head Road Landfill site so that the load can be managed effectively. If you have larger loads than this you will need to ring the DrumMUSTER line on 1800 008 182 to arrange direct pickups. |

Over the next few months, the Macleay Valley Community Art Gallery has an outstanding line-up of exhibitions planned including the ‘Coastal Flow’, NAIDOC Week, and Men’s exhibitions. Local artists, inspired by living in the Macleay, have contributed to the “Coastal Flow” exhibition at the Macleay Valley Community Art Gallery which opens on Thursday 6 June. “Coastal Flow” will showcase art work which has been inspired by everyday happenings to create unusual and beautiful art works. Made up of 2 and 3D art works, short stories and poems, art works reflect the artists’ experience and observations of life living on the coast. Barbara Huntington Gallery Co-ordinator said, “Some of the art works are quirky, some humorous whilst other are serious and reflective. They all, however capture the feelings and inspiration of coastal life.” “Following on from the “Coastal Flow” exhibition (which concludes on 29 June) the gallery will celebrate NAIDOC Week with art from different community groups in the Macleay on display from 3 -13 July. This exhibition is open for all aboriginal people to enter,” added Ms Huntington. Following the NAIDOC exhibition, men in the valley will have the chance to display their art work in the gallery. | RESERVE COMMITTEE CELEBRATES SURFING AT CRESCENT HEAD
The Crescent Head Surf Reserve committee will host an event on the foreshore to celebrate surfing at Crescent Head on Saturday, 14 June, in an effort to raise awareness of its campaign to have the Crescent Head Point Break area named a national surfing reserve. National Surfing Reserves recognise sites of cultural and historical significance in Australian surf culture. They acknowledge the surfing way of life link past, present and future generations with our oceans, waves and beaches. A renowned surfing spot since the early 1950’s, the Crescent Head Point Break is part of the Maria River Regional Crown Reserve, established by the Department of Lands with areas under the Trusteeship of Kempsey Shire Council. Kempsey Shire Council Mayor, Councillor Betty Green said, “Department of Lands staff have indicated that the Minister for Lands, Mr Tony Kelly MLA may attend the ‘Celebration of Surf’ event. If this is the case, the committee is hopeful that he will make some announcement as to the future of the Crescent Head Surfing Reserve.” “We would really like the community to come along at 10.30 am on 14 June to show their support for the idea of the Surf reserve in this beautiful part of Crescent Head. There will be surfing displays of memorabilia and boards including historic photos, and a sausage sizzle as part of the celebration,” added Kevin Pugh, Chairman of the Crescent Head Surf Reserve Committee. Established in September 2007 to investigate the establishment of the surf reserve on Front Beach, the Crescent Head Surf Reserve Committee is made up of: Kevin Pugh, Ross Foster, Brian Kenny , Margaret Lucas, Jo Watts, Michael Chappell, Jenny Kelly, , Paul O’Donnell, Helen Tyas-Tunggal and Betty Green (Kempsey Shire Council) and Dave McPherson (Dept of Lands). Since then, the community-based committee, together with Kempsey Shire Council and the Department of Lands, have been working through the requirements to have this area dedicated as a National Surf Reserve. Brad Farmer from National Surfing Reserves and Helen Tyas-Tunggal from Angourie Surf Reserve (which was the first one of its kind set up in NSW) have also been assisting the committee in their efforts. If the committee is successful in having the area dedicated as a national surfing reserve, it means this fantastic point break will be protected and preserved for future generations. INVESTIGATIONS UNDERWAY TO REDUCE SOUTH WEST ROCKS In response to requests from a South West Rocks resident group Kempsey Shire Council has begun investigations into reducing speed limits along South West Rocks Road from 100kph to 80kph between Kempsey and South West Rocks. As part of this process, Council is seeking feedback from the community through community surveys; members of the public are also welcome to write to Council about the proposed change. Bruce Morris, Director of Shire Services said, “The Roads and Traffic Authority (RTA) governs speed limits on all NSW roads. Council has no authority over the speed limits set. The public needs to be aware that while Council is gathering community input,which will be forwarded to the RTA, it will not be the final decision-maker on this issue.” “For speed limits to be effective, drivers must see them as appropriate and as part of a credible speed hierarchy so we really need to know what the community thinks about this proposed change,” he added. “If you have an opinion, either way, on changing speed limits along South West Rocks Road between Kempsey and South West Rocks from 100kph to 80kph it is extremely important that you let us know so that we can forward your feedback on to the RTA before they make their decision.” Council’s Road Safety Officer, Mark Thompson will be at South West Rocks Shopping Fair from 9am until 5pm on Thursday 12 June to give people the opportunity to fill in the community surveys. | WORLD ENVIRONMEMENT DAY: ST JOES CELEBRATES WATERWISE ACCREDITATION
St Josephs Primary School in West Kempsey will receive their official accreditation in the Waterwise Schools Education Program on World Environment Day this Thursday, 5 June, at 10.30 am at a special school assembly. To achieve such an accreditation students and teachers have worked through an innovative water education program at the school over the last two terms. Mr Bruce Winter who is the Waterwise educator from Cascade Environmental Centre who has guided the school through the program, Councillor Jim Gribbin, Anne-Maree Burke (Manager Macleay Water) plus other delegates will attend the accreditation ceremony to acknowledge the school’s outstanding achievement. St Josephs Primary School is the school second in Kempsey Shire to receive recognition as a 'Waterwise School' under an innovative water education program initiated and sponsored by Kempsey Shire Council’s Macleay Water, through a regional partnership of local water authorities and Cascade Environmental Education Centre. Anne-Maree Burke Manager Macleay Water said, “The ‘Waterwise Schools’ Program takes a whole-of-school, long-term approach to addressing water sustainability issues with students and provides teaching support to ensure ongoing and fun delivery. The program links Waterwise issues to the curriculum studied by students across all major learning areas. It also promotes active citizenship and encourages community/school involvement and education.” Michelle Tarrant, ENVIRO team Coordinator of St Josephs Primary School, commenting on the impact of the program at the school said “Participation in the ‘Waterwise Schools Education Program’ has helped students of our school to increase their awareness of water conservation, sustainability and responsible water usage. The program has and will continue to support many of the teaching and learning activities already being covered in classrooms. Children have been encouraged to be proactive in looking for ways they could conserve water at home and at school.” “Our school community, through our School Environmental Management Plan actively promotes environmentally friendly practices, through composting food scrapes, recycling (paper, aluminium cans, used stamps, printer cartridges and mobile phones) and conserving our energy and water resources. MINISTER ANNOUNCES NATIONAL SURFING RESERVE AT CRESCENT HEAD On Saturday 14 June, Minister for Lands Tony Kelly MLA announced the dedication of Crescent Head Point as a National Surfing reserve much to the delight of the Surf Reserve committee and the local community which has been right behind the concept. Kevin Pugh, Chairman of the Crescent Head Surf Reserve Committee said, “The committee is really thrilled that the dedication is now official. It means that surfing heritage of the area has been acknowledged; it is now protected and will be preserved for the enjoyment of future generations.” Kempsey Shire Council Mayor, Councillor Betty Green said, “In working towards this dedication Kempsey Shire Council has worked closely, not only with the Surf Reserve Committee, but also with the Kempsey Local Aboriginal Land Council to ensure the spirit of celebration involved the whole community.” Local aboriginal Elders played an important role in Saturday’s unveiling of the dedication stone and plaque by Minister Kelly. BECOME PART OF THE SHIRE’S LIVING LIBRARY Kempsey Shire Library, with the help of a group of enthusiastic community members, is in the process of setting up a Living Library made up of ‘Living Books’ and is looking for people to become ‘Living Books’. ‘Living Books’ are people from diverse backgrounds, or those who have had out of the ordinary life experiences, and are happy to share these experiences with others. Shire Librarian, Gabi Brie said, “People who are interested in sharing their experiences are asked to contact the Kempsey Library. After an initial interview to assess their compatibility with the Living Library’s aims, a training session will be offered to help their knowledge and understanding of the project and help increase their confidence in speaking with strangers about their lives.” “The Library will operate four times a year with a catalogue of the Living Books being created and maintained by library staff. These catalogues and descriptions will be on display and available for browsing when the Living Library is operating. Potential borrowers will be able to browse through them, select their ‘reading’ and register to ‘borrow’ a specific Living Book.” “‘Living Books’ can be borrowed for 30 minutes and can be renewed once only. Peter Garven, Council’s Manager Human Resources said, “Council is very pleased with this result as it shows Council’s continued improvement in the important area of Occupational Health & Safety.” “Over the past three years significant savings have been achieved in Council’s workers compensation premium. In 2004 – 2005 the Workers Compensation premium cost was $926,634.00 compared with a premium cost for 2007 – 2008 of $493,046.00. WASTE NOT, WANT NOT! Kempsey Shire Council has purchased specialised bins to help staff collect the organisation’s electronic Waste (or ‘E-waste’) for recycling. The bins make it easier for any E-waste collected through Council’s operations to be transported to the Crescent Head Road Waste Receival Facility and made ready for recovery and dispersal to the recyclers. Council’s Waste Co-ordinator Owen Moon said, “In developing this E-Waste program internally, Council is determined to lead by example in terms of recycling.” “The Crescent Head Road Waste Receival and Disposal facility also accepts E-Waste from the general public. Over the last 3 months this facility has collected for recycling 2,864 televisions, 520 computer monitors and over 80 kilos of mobile phones. Overall, we are doing very well in the recycling stakes,” added Mr Moon. To continue its push to reduce the amount of waste going to landfill, Council is in the process of organising another new recycling program to collect old disposable household batteries at its Crescent Head Road site and its Customer First Centre in Tozer Street West Kempsey. MAYOR GREEN ENCOURAGES ENTRIES IN Kempsey Shire Mayor, Councillor Betty Green, today urged all local not-for-profit organisations to nominate their most dedicated workers for the 2008 NSW Volunteer of the Year Award. “One in four people in NSW gives some of their free time to helping others, through sporting and service clubs, emergency services, social work, caring for the aged, or through the many other ways people help their community.” “These awards are a wonderful opportunity for one of our own volunteers to receive well deserved, State-wide recognition and to be thanked for their generous contribution. Our local volunteers are undoubtedly the backbone of the community,” said Mayor Green. The 2008 NSW Volunteer of the Year Award builds on the success of the inaugural awards held in 2007. Conducted by the NSW Centre for Volunteering, these attracted 170 nominations and culminated in the announcement of 38 exceptional regional volunteer winners, three state volunteer winners (Corporate, Minister for Volunteering, Linda Burney, launched this year’s awards during National Volunteer Week. “It’s so important that we acknowledge and thank our volunteers for the enormous difference they make to the disadvantaged in our communities and to our precious environment,” said Ms Burney. All entrants must be nominated and must have volunteered for the equivalent of one day per week (or 6 hours) for at least 6 months over a 12 month period. The Mid North Coast Library Co-operative reached an amazing milestone today (30 June, 2008) with Port Macquarie library issuing the Co-operative’s one millionth item and Kempsey Library following closely issuing the 1,000,001 item. The lucky borrower in Kempsey was Mr Stanley Walker of West Kempsey. Kempsey Library staff presented Mr Walker with a Library goodie bag and a commemorative certificate. NAIDOC WEEK: A COMMUNITY CELEBRATION OF CULTURE A busy program of activities is being planned next week (6-13 July) for NAIDOC Week celebrations by Kempsey Shire’s NAIDOC week planning committee. The week will include everything from the traditional flag-raising and street march to disco’s, line dancing, barbecues, a golf event, an art exhibition, screen printing and more. The Kempsey & District Chamber of Commerce, in conjunction with the NAIDOC committee, will seek the support of local businesses for the NAIDOC Week celebrations by encouraging them to hang posters in their shop windows for the week. Many local schools have already held celebrations to honour Indigenous culture prior to the commencement of school holidays at the end of this week. Events on the NAIDOC Week 2008 calendar include: Sunday (6 July 2008) features an open air Mass service at 10am in Riverside Park with Fr Paul and Pastor Claude Roberts followed by tea and damper and a Welcome to NAIDOC week by the Elders. On Monday (7 July) the flag-raising ceremony will take place at the Kempsey Shire Council Civic Centre at 9.30am. Due to road works in Elbow Street, the annual street march will commence at 10am from the Ambulance station in Belgrave Street. Between 11am and 3pm Durri will host a BBQ and activities at Services Club Park. Some of the activities will include: screen printing by West Kempsey Community House (people are asked to bring their own t-shirt to be printed on); for the 0-6yrs there will be the baby gym equipment; there will be a disco in the park and a Hiphop dance display and the opportunity for kids to learn some Hiphop moves; and the Booroongen Line dancers will perform. Arthur Beetson will be special guest on Tuesday (8 July) at the Greenhill Community Centre barbecue. Wednesday (9 July) features the annual information stall day in the Kempsey Mall from 9.30am until 2.30pm. Any and all organisations with information to share are welcome to bring a table and chairs to set up a stall. In the evening youth disco’s will be run at the PCYC in Bloomfield Street South Kempsey. A disco will be run for the Under 12’s from 4-6pm followed by a barbecue from 6-7pm. The Under 16’s will have a barbecue first (from 5-6pm) and then disco from 7-9pm. Community Transport buses will operate to pick up and drop off A 2 person ambrose golf event is planned for Friday (11 July) at Kempsey Golf Club with great prizes on offer for participants. AUDIO-READ NAVIGATORS AVAILABLE AT THE LIBRARY! Kempsey Shire Library has been participating in a successful program with the Macular Degeneration Foundation using the digital Audio-Read Navigators. The library offers support for those clients who have a vision impairment by the provision of audio books on CD and cassette. At present the library has two audio-read Navigators for use by clients with vision impairment. Any one who is interested in accessing this service should contact the library and they do not need to be registered with the MD Foundation. The Audio Navigator is a purpose built digital audio player that provides users with a simple to use interface combined with powerful navigational functions. The Navigator was designed so that people with little or no technical knowledge can quickly master playback and navigation of audiobooks. The navigator has easy to use features with simple controls and CD quality audio. The features of the Navigator are its large operating buttons, a long life battery of up to 100 hours and a simple three level navigation control panel. The navigators hold up to 45 hours of listening time and each audio book varies in length form one to two hours up to twenty or thirty hours. The library will load a selection of audiobooks on to the navigator for our clients and when they are ready for a new selection they just need to return it to the library to be erased and reloaded. These digital audio books can be downloaded quickly and there is no deterioration of sound quality, so no more scratched CD’s or broken tapes to worry about. FREE TUTORING HELP FOR KEMPSEY STUDENTS Kempsey Shire school students can now receive free tutoring help online at their library or home, through an innovative new service just introduced by Kempsey Library. yourtutor creates an online classroom where students are connected to qualified, expert tutors for one- to - one help with homework, assignments, exam preparation and study questions. English, Maths and Science subjects are included and the service is available 4.00pm-8.00pm, Monday to Friday from either library or home computers. Help is immediate, professional and secure and it’s free to library members. The service is particularly suited for Students in Years 4-12. Tutors are certified teachers, professional tutors, post graduates and advanced undergraduates from Australian universities. They can review specific homework and assignment questions with students on line, using features like controlled chat, an interactive white board and shared web browsing. Students can now communicate with tutors the way they love to learn – via the internet- which makes the experience enjoyable as well as educational. MACLEAY ON DISPLAY AT SYDNEY EXPO Macleay Valley representation at next month’s Country Week Expo 2008 in Sydney, will be enhanced by the use of hi-tech resources, as the Shire bids to encourage relocation to the area. Drawing in crowds of around 10,000 over the course of the three-day event, the Expo – held at Rosehill Racecourse Event Centre from 8-10 August - is an opportunity for Kempsey Shire Council to showcase what the region has to offer in the way of opportunities for businesses, investors, developers and new residents. Innovative scanning software will be used to track interest at the event, with a carefully prepared marketing strategy in place to follow up on enquiries. The Council’s Economic Development Manager Robyn Ryan outlined the advantages of the Macleay Valley’s involvement at this important event. “Country Week Expo provides and opportunity to showcase the economic and lifestyle benefits we have to offer here,” she said. “Council will focus on the basics – jobs, affordable and quality housing, health and education – to entice new residents or businesses to the Macleay. But even more important is how we follow up the interest and enquiries we receive at the event.” Visitors to the stand will be asked to swipe their passes, having already registered their details at the event reception. This will help in the compilation of a database that will allow the Council to continue to communicate with participants long after the Expo. With a glossy ‘Lifestyle Guide’ hot off the presses, the organisers are working with other Council departments and Kempsey & District Chamber of Commerce Inc. to put the finishing touches to banners. The guide features sections on lifestyle, real estate, business & industry, education, employment and tourism, with two profiles on families and a business which have relocated successfully to the area. Council staff are also liaising with local real estate agents, employment services and major businesses to ensure no stone is left unturned in terms of presenting the Expo visitors with an attractive and comprehensive display. “We are confident metropolitan visitors to the event will be attracted by the combination of the Macleay Valley’s scenery, sport and culture, with the range of opportunities afforded by the area’s infrastructure,” Ms Ryan added. RESERVOIR MAIN BREAK LEAVES CRESENT HEAD WITHOUT WATER In the early hours of this morning, a break in the rising main close to the main Crescent Head reservoir caused the loss of water supply to most of Crescent Head. Macleay Water has 3 crews working to overcome the problem. At present, they are working on a by-pass of the break to access water supply from a secondary reservoir. If successful, water supply, albeit with low pressure, may be restored to parts of Crescent Head in the next hour or so. Once repairs to rising main break are completed it is then expected to take up to 5 hours to refill Crescent Head Reservoir. Macleay Water is hopeful that normal water supply will resume by about 3.00 pm today. Council apologise for the difficulties caused by this unavoidable interruption to supply and thanks the Crescent Head community for its patience during the repair phase. |

CRESENT HEAD WATER CRISIS CONTINUES Macleay Water crews are continuing to work around the clock to overcome the loss of water supply at Crescent Head caused by a major break in the rising main close to the main Crescent Head reservoir. Crescent Head has been without water since early this morning. It had been hoped to return to normal water supply by about 3pm today, but Macleay Water has advised that this is now unlikely due to problems being experienced by repair crews in resolving issues with ageing infrastructure and new metric sizes in pipe gauging. Bruce Morris, Kempsey Shire Council’s Director Shire Services said, “Macleay Water staff is doing everything it can to bring the water back on-line as quickly as possible.” “The situation is being made much more difficult by the age of the pipe involved. In effect we are trying to create an effective seal between two different sized pipes – metric and non-metric. The technique used to do this putting the older infrastructure under intense pressure and further failures are occurring.” “We will continue to keep the community advised as further information comes to hand.” Once again, Council apologises for the inconvenience caused by this unavoidable interruption to supply, and ask the Crescent Head community for its continued patience while a solution is found. |

HISTORY WEEK LAUNCH FOR KEMPSEY'S LIVING LIBRARY Kempsey Shire Library will celebrate History Week 2008 in style with the launch of its much-anticipated Living Library and a host of other activities on Wednesday, 10 September 2008. From 2.00 pm, library staff and expert volunteers will hold information sessions, and demonstrations of equipment and resources for the beginner family history researcher. Material from the State Archives, the State Library website, the genealogy website ancestry.com, library resources and information available from the web will be demonstrated to small groups. There will also be a demonstration of Council’s cemeteries database. These sessions are designed for general information rather than to provide one-on-one assistance on this occasion. Under the patronage of the Mayor, Betty Green, the Living Library will be launched at 3.00pm. A number of Living History Books, who have grown up in the Macleay Valley or who have lived here for many decades, will be on hand to chat with Readers about their recollections of what the region was like 40 to 60 years ago. In partnership with Interrelate, the Living History Library is a project to make the memories of long-time residents available to everyone who is interested in the form of a casual chat with a cup of tea, sitting in the library’s comfortable arm chairs. Living History Books will include folk with reminiscences of the 49-50 flood, history of South West Rocks, local government amalgamation, life on an upriver farm and growing up in Kempsey 60 years ago. PHONE LINES DOWN IN SOME AREAS OF KEMPSEY Areas of Kempsey are, this morning, without phones as Telstra landlines are down. As a result, Kempsey Shire Council is unable to receiving incoming or to make outgoing calls via these lines. Manager Community and Customer Service, Kathy Oliver, advised that Council has been able to successfully activate its After Hours messaging service so residents can still contact Council if they need to. The After Hours service will take a message and email it to Council. Council has no information at this stage as to when landlines will be working again. The mobile phone network is unaffected. |

SOLAR INITIATIVE TO LIGHT THE WAY IN GLADSTONE The new cycleway/walkway in Kinchela Street Gladstone is now solar powered, part of Kempsey Shire Council’s initiative to reduce greenhouse gas emissions and save energy costs. The Director of Shire Services, Bruce Morris, announced the initiative as part of a strategic overhaul of the existing street lighting asset plan. “Planet Footprint reports that currently Kempsey Shire Council’s street lights are producing 0.16 kilograms of greenhouse gases per resident per day which is slightly less than the mean score 0.17 of the other 95 councils participating in the monitoring program, however we must do more,” Mr Morris said. The new solar lights have been installed as a trial project which will be closely monitored by Council staff over a 12 month period with key performance indicators being light output, maintenance costs and community acceptance of this new concept. Council’s Road Safety Officer, Mark Thompson, believes Kempsey Shire Council is one of the first councils to use the marine grade solar markers in this type of environment. “Council hopes to set a new benchmark in sustainable urban design, which will cut our energy costs and greenhouse pollution whilst still providing users with the safety benefit of better delineation of our footpath network.” “Street lights are currently one of Council’s biggest carbon outputs so this initiative as part of the strategic review will help Council become a yardstick for sustainable living, and reduce the pressure on our environment,” Mr Thompson concluded. |

DOG OWNERS TO BENEFIT FROM ADDITIONAL LEASH FREE AREAS Council has endorsed a 6 month trial of additional areas for exercising dogs off the leash at the southern end of Riverside Park (Kempsey), in the parkland area of James Carney Crescent (West Kempsey) and at Lindsay Noonan Drive Park (South West Rocks). The move comes as a result of the efforts of Council’s Companion Animal Advisory Committee which reviewed Council’s current leash free policy and made recommendations to include the three new sites. The Committee is made up of council and community representatives who work consultatively on issues involving the shire’s companion animals such as cats and dogs. Council’s Directore Sustainable Development Services, Robert Pitt said, “After the trial period is over and public consultation is undertaken a report will be prepared for Council on the impact of these new leash free areas. If all goes well and community feedback is positive Council will consider amending its policy to include these areas permanently in its Leash Free areas”. Other leash free areas in the Shire are:

SURVEY TO GAUGE COMMUNITY'S ENVIRONMENTAL ATTITUDES Kempsey Shire Council is undertaking a community environmental survey to explore and document the local community’s knowledge, attitudes, skills and behaviours in respect to environmental issues and their management within the Kempsey Shire. The survey is being conducted through a random telephone-based interview process and a web-based survey. The random telephone survey, currently underway, is being conducted by Micromex, an independent survey company. The web-based survey is available now is open to all members of the community and should take only approximately 8 minutes to complete. Members of the public wishing to complete this survey should go to council’s Website at www.kempsey.nsw.gov.au/com-environmental-survey.html. Council’s Ecological Sustainable Development Officer, Nathan Hegerty said “The survey results will assist Council in setting priorities for funding environmental projects. NEW LOOK PLANNED FOR KEMPSEY CBD
The concept design options, presented to Council in a 3-D format, were the result of the collaborative effort of the representatives of Council, the Kempsey & District Chamber of Commerce and the community involved in Council’s Town Centre Master Plan Implementation committee and sub-committee. Director of Sustainable Development Services, Robert Pitt said, “The concept aims to improve the visual amenity of the intersection and to incorporate Kempsey’s historical background as a river town. It integrates a CBD entrance statement and includes poles and banners in strategic positions to link Central Kempsey with West Kempsey.” “The design selected will provide a modern look for this major town intersection. It features the Macleay Valley Coast logo in Council’s corporate colours and metal bollards with innovative solar lights for impact lighting at night.” Bruce Morris, Director Shire Services whose department is responsible for doing the work at the intersection said, “It is hoped that the work will be completed by mid December; This is subject, however, to the availability of contractors and good weather. If it looks as if the work cannot be completed by mid December, it may be deferred until after the festive season to minimise disruption to this intersection during its busiest period of the year.” Funding for the implementation of the Kempsey Town Centre Master Plan is allocated on an annual basis and work is completed progressively according to the allocated budget. |

TOP TEEN AUTHOR JOHN MARSDEN TO VISIT KEMPSEY Australia’s leading Young Adult author, John Marsden will be visiting the Kempsey area on Monday & Tuesday, 22-23 September 2008. During the visit, funded by the Library Council of NSW, he will be running workshops for students at St Pauls College, Melville High and Kempsey High School, as well as visiting Kempsey Shire Library to give a talk on Monday, 22 September, at 4.30pm. Author of the Tomorrow series and Ellie Chronicles, John Marsden has written or edited 40 books and sold over 2.5 million books in Australia. He is an international best selling author with many awards to his name. Hundreds of thousands of free copies of “Tomorrow, When the War Began” were distributed to Swedish teenagers, after their peers selected it as the book reluctant readers would be most likely to enjoy. In primary school, Marsden’s teachers encouraged him to write and from age nine he decided to be an author. He has combined a career in writing and education and now has his own school, Candlebark, which has a four year waiting list. Other books by John Marsden include “Letters from the Inside”, Everything I know About Writing”, Secret Men’s Business” and “The Journey”. STUARTS POINT SCHOOL TO BE ACCREDITED UNDER THE WATERWISE SCHOOLS PROGRAM (Friday 19 September) Stuart’s Point Public School will be recognised as a ‘Waterwise School’ on Friday, 19 September, under an innovative water education program being rolled out to schools in Kempsey Shire. The program is sponsored by Kempsey Shire Council’s Macleay Water, through a regional partnership with other local water authorities and the Cascade Environmental Education Centre. The Waterwise Schools Program takes a whole-of-school, long-term approach to addressing water sustainability issues with students and provides professional teaching support to ensure ongoing and fun delivery. The program also promotes active citizenship and encourages both community and school involvement in the process. Bruce Winter, the Waterwise educator worked with the students and staff at Stuart’s Point Public School over recent weeks. MENTAL HEALTH WEEK AT KEMPSEY LIBRARY Kempsey Shire Library is offering two great workshops for the community during National Mental Health Week (5-11 October, 2008). The first is a ‘Stress Less’ workshop to be conducted by Arun Naik (Ph.D) in Psychiatric Social Work, and the second is a Laughter Yoga workshop by Cindi Howard from Kempsey Family Support Services. Both these workshops are designed tie in with the start of a three year ‘Building Resilience’ campaign by the Mental Health Association and this year’s Mental Health Week theme ‘Appreciate the little things in life’. Gabi Brie, Shire Librarian said, “The aim of Mental Health Week is to promote the social and emotional well being of communities, by encouraging everyone to maximise their health potential. The library is a focal point for community activities and a meeting place which is ideal for promoting the aims of Mental Health Week by offering such programs and resources to the community.” “Building resilience is about developing a person’s individual strengths and abilities to bounce back from setbacks and challenges. Resilience doesn’t make problems go away, but can provide you with the ability to think positively, see past the challenges, enjoy life and handle stressors better. People with resilience have the ability to focus on the positive, see opportunities in challenging situations, and are able to appreciate what they have, even in the face of loss. A person can develop a more resilient attitude through simple daily exercises such as keeping a gratitude journal and noting five positive things that they appreciate in their life every day,” added Ms Brie. ‘Stress Less’ Day on Wednesday, 8 October, promotes stress management and reminds people of the health risks associated with excessive stress. As a result, on that day Kempsey library is hosting a Stress Less workshop from 11am until 12.30pm to be conducted by Arun Naik (Ph.D) in Psychiatric Social Work, of the Kempsey Mental Health Service. Arun has worked with the Kempsey Community Mental Health Service for the past 11 years as a therapist / social worker. THEFT AND TAMPERING COSTLY AND DANGEROUS Kempsey Shire Council is appealing to members of the community to notify the police immediately if they notice anyone tampering with road signs. A complete disregard for safety by some individuals throughout Kempsey Shire is causing significant problems for both the Council and the Police, who are working together to combat the problems currently being faced. Theft and tampering of traffic management equipment and signage, throughout the Shire is proving to be both costly and dangerous. Road Safety Officer, Mark Thompson said in the corresponding period last year new traffic signs worth over $8000 were stolen across the Shire. “This is not only senseless it also poses enormous safety risks to the community,” said Mr Thompson. Director of Shire Services, Bruce Morris urged members of the community to immediately call the police if they see anyone acting suspiciously near road signs. “Ratepayers are footing the bill for the infrastructure and signage that is being stolen from Council roadsides and this behaviour will not be tolerated” he concluded. LOCAL ORGANISATIONS SHARE IN $9,500 DONATION In 2007/2008 the Local registered clubs donated in excess of $150,000 to the community. In addition they recently banded together with Kempsey Shire Council to donate a further $9,500 to local organisations through the Community Development and Support Committee (CDSE). The CDSE committee, chaired by Kempsey Shire Mayor Councillor Betty Green, is made up of representatives from Kempsey Macleay RSL Club, South West Rocks Country Club, Crescent Head Country Club and Kempsey Heights Bowling & Recreation Club, meets annually to determine the allocation of a proportion of their poker machine revenue to local community groups. Mayor Councillor Green said, “The partnership between Council and our local clubs through the CDSE committee helps build our community in a very positive way and supports organisations in achieving great outcome for our community.” The Community groups that received funds from this allocation were: Advocate – Disability Advocacy NSW Inc ($500), Australian Indigenous Christian Ministry ($1,000), 1st Kempsey Scout Group ($1,500), Hat Head Community Group ($500), Kempsey Children’s Services ($1,000), Kempsey-Crescent Head Surf Club ($450), Kempsey Legacy ($500), Kempsey Macleay Men’s Shed ($1,000), Kempsey Shire Council Library ($500), Kempsey South Public School (North Coast Deaf Camp) ($1,000), Life Education NSW ($500), Macleay Valley Home Hospice Inc ($550) and South West Rocks Arts Council ($500). TRAFFIC ARRANGEMENTS FOR THE OCTOBER HOLIDAYS & LONG WEEKEND In order to minimize delays for traffic travelling along the Pacific Highway over the October school holidays and the coming long weekend, the Roads and Traffic Authority, in consultation with Kempsey Shire Council and the local Police, will implement the traffic management strategy for periods when traffic flows are anticipated to be higher than normal. Major delays may occur on Saturday (27 September), Friday (3 October) and Saturday (4 October). To assist traffic flow no right turn will be allowed from Smith Street into Belgrave Street from 7am on these days. “The Roads and Traffic Authority will monitor the flow of traffic during these periods and the measures implemented will be removed as soon as the traffic queueing has been reduced” said Bruce Morris, Kempsey Shire Council’s Director Shire Services. “This strategy has been successful in the past at reducing the delays and the effect on both local and tourist traffic and businesses.” Mr Morris added, “To avoid delays, it is recommended that eastbound traffic should access the highway via the traffic lights at Forth or Stuart Street rather than at the traffic lights in Belgrave Street. The co-operation of all motorists and businesses is appreciated.” |

COUNCILLOR BOWELL ELECTED MAYOR Kempsey Shire Council held their Mayoral elections by open voting at today’s extraordinary meeting. Two nominations for Mayor were received being Councillor John Bowell, and Councillor Betty Green. Councillor Bowell was elected to the position of Mayor for the ensuing twelve months. The margin was 5 votes to 4 in favour of Councillor Bowell. The election of Mayor by the electorate, which was subject of the recent Referendum will not commence until 2012 at the next Council elections. Until that time, Councillors will continue to elect the Mayor for the ensuing 12 month period. Two nominations were also received for the position of Deputy Mayor being Councillor Janet Hayes and Councillor Dean Saul. Councillor Saul was elected Deputy Mayor five votes to four. Councillor Bowell thanked fellow Councillors for electing him as Mayor and the community for their support. Council Meeting times remain as 9.00 am on the second Tuesday of each month with at least 2 meetings a year to be held outside Kempsey township. |

COMMUNITY SURVEY - HAVE YOUR SAY IF PHONED Micromex Research will be conducting a phone survey for Kempsey Shire Council in the next few weeks to help Council better understand the needs of its community. This random phone survey of Kempsey Shire residents, aged over 18 years, is done every two years. Council’s General Manager, Allan Burgess invites residents and ratepayers, if contacted by Micromex, to participate in this survey. “It’s really important that Council has a strong understanding its community’s needs and expectations. In the past, this type of survey has provided valuable information.” The survey will be conducted by trained impartial staff in accordance with Interviewer Quality Control Australia standards and the Market Research Society Code of Professional Conduct. The randomly selected sample size of 300 residents will provide Council with data that has a maximum error rate of 5.65% at 95% confidence. Mr Burgess is encouraging all residents, if phoned, to participate in the survey. “Your ideas are really important to us and we would appreciate it if you could give up ten minutes of your time to answer the questions. The data gathered is really beneficial and helps Council plan for new initiatives and the expansion of existing services.” |

COUNCIL RE-OPENS KILLICK CREEK TO SEA This Friday morning (3 October) between 6.00 am-9.00 am Kempsey Shire Council will use heavy machinery to re-open Killick Creek to the sea when the creek is at low tide. Bruce Morris, Council’s Director Shire Services said, “Unfortunately, there is no guarantee that Killick Creek will remain open to the sea for an extended length of time because the prevailing tides and winds are against us. It is possible that the Creek could silt up again very quickly.” “However, Council has decided to take this action, and to invest up to $5,000 doing so, for a number of reasons.” “Firstly, under the strict Plan of Management guidelines for Killick Creek (required by State government regulatory bodies) there are triggers which allow Council to use heavy equipment to re-open the creek. Recent testing on water quality in the creek has triggered the need, and made it possible for Council to take this action under the Plan of Management guidelines.” “In addition, Council realises the economic importance of this holiday period to the businesses of Crescent Head and is pleased to be able to respond to this issue in time for the long weekend,” concluded Mr Morris. |

POETRY SLAM HITS KEMPSEY AGAIN On Thursday 23 October 2008, Kempsey Shire Library will host Heat Five of the Australian Poetry Slam 08. There are only 8 regional heats held in NSW for the Slam and Kempsey Shire Library has been lucky enough to secure one of them again this year, after the successful event it held last year. Poets, hip-hop artists and other outspoken wordsmiths are invited to polish their rhymes and lyrics and be part of the Australian Poetry Slam 08, which is an initiative of the State Library of NSW. All contestants are given a mike, a live audience and just two minutes to impress the judges (selected at random at each heat) with their original spoken word, poetry, hip hop, monologues and stories. Two finalists from each heat will battle it out spoken-word style in the NSW state Final in Sydney on 21 November. The NSW state winner and runner-up will take home $500 and $100 in prize money, respectively, and travel to Sydney in December to compete for the Australian Poetry Slam 08 title. Overall, there’s more than $10,000 in cash and prizes on offer. Talented spoken-word artist Benito Di Fonzo will host Kempsey’s heat and entertain the crowd with his own original word artistry. Shire Librarian, Gabi Brie said, “Last year’s event was so entertaining; the poems and performances of our local poets was just fantastic. If you have an original work you’d like to perform come along. ‘Waste Into Art’ even bigger and better in its 2nd year! The winners of the second annual ‘Waste Into Art’ competition will be announced at the official opening of the exhibition this Friday evening, 24 October 2008, at the Macleay Valley Community Art Gallery, Kinchela Street Gladstone from 6.30pm. The Judges have been overwhelmed by the standard and inventiveness of the entries received. The exhibition will feature over 120 artworks created from recycled materials by fifteen local schools. Owen Moon, Council’s Waste Co-ordinator said, “Council invites all interested members of the public to come along to the opening night to see the wonderful ‘Waste in Art’ created by our school students, who have been extremely imaginative in the way they have re-used materials. ” “In fact, I am sure that once you have seen this exhibition you will never look at a light bulb, a cereal box, a milk bottle or a computer keyboard the same way again.” “The Waste into Art 2008 project, which is designed to tie in with our community recycling education program and National Recycling week, would not have been possible without the sponsorship received from Midwaste, JR Richards & Sons and, of course, Kempsey Shire Council.” “We would really love as many members of the community to come along and have a look at this exhibition because it really does show what amazing things can be done with the bits and pieces that usually end up in our garbage bins,” concluded Mr Moon. This year there are three different sections (E-Waste, Paper Product, and Mixed Media) with 3 categories in each (Infants, Primary and Secondary) included in the exhibition. Plus, there will also be an Overall School Winner. The winning schools in the various sections, to be announced at the official opening, will share in over $6,000 in cash vouchers to be spent on educational resources of their choice. For those who can’t make it to the opening, the exhibition runs until Sunday, 2 November, at the Macleay Community Gallery in Gladstone, after which the winning entries will be displayed at Kempsey Library. WASTE INTO ART 2008 WINNERS ANNOUNCED The winners of the second annual ‘Waste into Art’ competition were announced at the official opening of the exhibition on Friday evening, 24 October 2008, at the Macleay Valley Community Art Gallery, Kinchela Street Gladstone. The Judges were overwhelmed by the standard and inventiveness of the entries received, so much so the judges awarded the Overall Winner as a joint prize to "The Robotic Lizard" by Tom Degans from Macleay Vocational College and to "Don't Hide Your Face From Rubbish" by Class 6O at Kempsey West Public School. The exhibition features over 170 artworks created from recycled materials by thirteen local schools and the artworks were entered into three categories - E-Waste, Paper Product and Mixed Media. LANDSBOROUGH ST CARPARK REDEVELOPMENT ONE STEP CLOSER Council owns four blocks of land within the South West Rocks CBD (18, 20 & 22 Landsborough Street and 23 Paragon Avenue). The proposed redevelopment of these sites will involve the demolition of the existing buildings and the construction a new Council Library, 22 residential units, 3 commercial units and public carpark facilities. Allan Burgess, Council’s General Manager said, “Basically, we are trying to provide a new library for South West Rocks paid for from profits that may be generated from the sale of residential and commercial units, which are being integrated into the development. In this way it is hoped to minimise the cost to ratepayers, who will benefit through the provision of better library facilities and more parking, the majority of which will be undercover.” “At this stage there is no guarantee the project will proceed, its future largely depends on the outcome of the public consultation which Council will be undertaking in the near future.” “The proposal will go on public exhibition and people will be invited to submit their comments about it in writing. Council will also hold a public meeting to discuss the project’s pros and cons. Anyone who is interested in following the project, or in having a say about it, should keep their eye on our website or the Council’s advertising notices in the Argus and Happynings for further details of these consultation opportunities.” It is expected that plan will go on public exhibition sometime in November 2008. |

FIRST TIME ONLINE FOR AUSSIE DAY AWARD NOMINATIONS This year for the first time, the community has the option of lodging nominations online for Kempsey Shire’s 2009 Australia Day Awards. The Australia Day Awards recognise the outstanding contributions made by local people to their local community. Residents have until Friday, 21 November 2008, to nominate someone for any or all of the five categories (Citizen of the Year, Young Citizen, Sports, Community Service and Community Entertainment, Music and Arts). Once nominations are received, a committee assesses the merit of each before the Award winners are announced at Kempsey Shire Council’s Australia Day ceremony on 26 January 2008. BURNING ISSUES AT KEMPSEY LIBRARY Kempsey Library is the only venue in NSW to host The “Burning Issues Exhibition”, which features artworks about the bushfires that ravaged the Southern Eyre Peninsula in January 2005. The display which runs at the Library until Saturday, 13 December, includes photographs, paintings, artefacts, a DVD of the fire and aftermath and a CD containing stories about the fire by eleven people. The exhibition was the result of a group of people from the region wanting to tell the story of the fire and its impact on the community. The aims of the artworks were to acknowledge: the personal tragedy experienced; the destruction of property; the devastation caused to the environment; and to highlight the strong sense of community in the region. The fire that swept over the region created a myriad of experiences for all it touched. As an exhibition, Burning Issues shows tangible responses to this calamity. Experiences of horror and awe combined with deep insight into the environmental and cultural ramifications of the event form the foundations of this exhibition. CLOSING DATE FOR AUSTRALIA DAY AWARD NOMINATIONS EXTENDED Kempsey Shire’s Australia Day Committee is calling for additional nominations for the various categories in the 2009 Australia Day awards. The committee met on Friday, 19 December, and was generally disappointed with the overall number of nominations received. “Australia Day is an important occasion when due recognition is giving to outstanding achievements. If you are aware of individuals or organisations worthy of recognition for their contribution to our community please contact Council for details of the nomination required,” said Mayor John Bowell. The five categories for the Australia day awards are: Citizen of the Year, Young Citizen of the Year, Sport, Community Service, and Community Entertainment, Music and Arts.
