Kempsey Shire Council Waste Services Changes

Go to Information Booklet in pdfOn April 6 2009 a new era in waste collection will begin across the Kempsey Shire Council (KSC) LGA region.

The style and number of services will change for most ratepayers and residents. These changes are largely driven by the need to meet the various legislative requirements of the state and federal governments in areas of waste avoidance, minimisation and landfill diversion.

The New South Wales Government Waste Avoidance and Resource Recovery Strategy 2007 requires the minimisation of environmental harm from waste management and states that NSW councils must recover 66% of the waste stream by 2014. Further, in 2006 the Department of Environment and Conservation in its document “Preferred Resource Recovery Practices by Local Councils” identified that councils should separately collect waste for recyclables, garden organics and residual waste.

The councils forming the MidWaste group of which KSC is a member, 7 councils have, or are planning to have, the 3-stream waste collection system prior to July 2009.

Apart from the above legislation, changes are being driven by the impending “Waste Levy” that starts on 1 July 2009 and the “Carbon Reduction Scheme” (CRS) that which takes effect on 1 July 2010.

The new services are designed to meet the regulatory requirements, provide the best possible service and minimise the costs to the rate payer and residents of the LGA.

New Services

Briefly the new services will be:-

  1. All general domestic waste will be weekly, this includes the rural services currently on a fortnightly service, and collected in a new 140 litre red lidded bin. A larger 240 litre bin is available upon request.

  2. All recycling will be collected in a 240 litre yellow lidded bin, as is the current service, on a fortnightly pickup.

  3. A new organics or “green waste” service will start and only be operational in designated “urban” areas of towns and villages. This bin, a 240 litre bin, will be identified by a bright green lid. The availability of this service is set by the rating section of KSC. The pickup of this service will be on the opposite week to the recycling pickup.

Information booklet packs will be delivered with the new bin rollout that is due to start on 16 March 2009. A copy of the Information Booklet can be downloaded in pdf format and is shown below. Also below is the the Waste Services Pick-up Schedule by Suburb and Street in pdf format.
