Level 2 - Domestic use

Kempsey Shire Council wishes to advise residents that Level 2 Water Supply Restrictions are now in force (effective from 3 June 2019).

In times of low water availability, water restrictions can reduce water demands and conserve the amount of water currently in storage. Community support to conserve our scarce water resources is critical.

The water restrictions apply to all properties serviced with reticulated water in the Kempsey Shire and, until further notice, the following restrictions are in force.

Level 2 Water Supply Restrictions - Domestic use
Description Restriction
Gardens and lawns or washing car, boat or trailer Permitted
Every second day using the “odds & evens" calendar days matching your house number. No watering on 31st of the month.
  • Micro-spray watering systems can be used for 15 mins only between the hours of 4pm-9am
  • Hand held hose fitted with cut off trigger or control nozzle for a max. of 30 mins/day between 4pm-9am
  • OR
  • Buckets or pressure cleaners only for washing car, boat and trailer - limited to once a week only
  • Hand held hose fitted with cut off trigger or control nozzle for rinsing only after washing, permitted between 4pm-9am
  • Commercial car wash facility any time
Banned
  • All sprinklers/irrigation systems and fixed unattended hoses
Boat motors used in a saltwater environment (includes boat and trailer) Permitted
  • Boat motors:
    • Hand held hose or “muffs” for no more than 5 mins on a lawn or gravel area on day of use
  • Boat and trailer:
    • Rinse with a hand held hose fitted with cut off trigger or control nozzle for no more than 5 mins on a lawn or gravel area on day of use
Note: Full wash only limited to once a week using the “odds and evens” calendar days matching your house number. No watering on 31st of month
Cleaning windows, houses, roofs & gutters Permitted
  • Buckets or pressure cleaners only for health and safety reasons such as a result of an accident, fire, health hazard or other emergency.
Banned
  • Hosing or pressure cleaning windows, houses, roofs or gutters
Washing driveways & paved areas Permitted
  • Hand held hose fitted with cut off trigger or control nozzle or pressure cleaner used for health and/or safety reasons only, such as a result of an accident, fire, health hazard or other emergency.
Banned
  • Hosing or pressure cleaning any hardstand area/driveway
  • The use of chemicals or cleaning products
Swimming pools, spa pools, ponds and fountains Permitted
  • New pools may be filled only with the written consent of Kempsey Shire Council
  • Topping up allowed by hand held hose only for a maximum of 30 mins and only between 4pm-9am on allocated “odds and evens” calendar days
Encouraged
  • Minimise evaporation and water loss by installing a pool cover and to use rainwater collection from any adjacent roof down pipe to help reduce the need for topping up of the pool
Banned
  • Emptying and filling of existing pools

Description Restriction
Public facilities (inlucing sports clubs - outdoor use
Public swimming pools
  • Topping up permitted between 4:00pm and 9:00am using handheld hose fitted with an on/off nozzle.
  • Log of water use required.
  • Emptying and refilling of pools not permitted.
Irrigation of golf fairways
  • Not permitted unless using reclaimed water
Cricket pitches, bowling greens, golf greens, sports fields
  • Sprinklers or hand held hoses permitted 2 hours per day between 4:00pm and 9:00am.
  • No restrictions if using reclaimed water.
Public outdoor showers, beach showers and outdoor taps
  • Permitted
Agricultural uses
Market gardens, orchards, nurseries, commercial flower gardens & turf farms
  • Sprinklers or handheld hoses permitted 1.5 hour per day between 4pm and 9am.
Stock watering
  • Permitted
Business and commercial premises - outdoor use

Swimming pools, spas & outdoor showers

  • Topping up permitted between 4:00pm and 9:00am for 1 hr using handheld hose fitted with an on/off nozzle.
  • Emptying and filling of pools requires exemption from Council.
Fountains, ponds & water features
  • Operation or top up not permitted except to maintain fish life.
  • Installation and filling of new facilities not permitted.
Garden and lawn watering
  • Sprinklers or sprays permitted 15 mins per day between 4.00pm and 9.00am
  • Handheld hose fitted with cut off trigger or control nozzle for a maximum of 30 mins/day between the hours of 4:00pm and 9:00am
Watering of new turf, lawns and gardens
  • Exemption from Council eequired
  • Sprinklers between 4:00pm & 9:00am for 30 mins only for 7 days after laying
Motor vehicle dealers, car detailing/repairs
  • Buckets permitted.
  • Efficient high pressure, low flow rate cleaners with trigger control permitted every second day
Pet care, animal husbandry
  • Provision of drinking water permitted.
  • Washing animals with bucket or handheld hose fitted with an on/off nozzle permitted between 4:00pm and 9:00am.
  • Cleaning of pens with high pressure cleaning unit permitted.
Washing of buses, taxis, food transport, emergency services, garbage vehicles
  • Buckets permitted.
  • Efficient high pressure, low flow rate cleaners with trigger control permitted for 1 hr per day.
Washing of driveways, paved areas, rooves, walls and paths
  • Not permitted for any other reason except for health and safety.
  • Efficient high pressure, low flow rate cleaners with trigger control are to be used.
Commercial car wash
  • No restrictions if recycled water system installed.
  • Efficient high pressure, low flow rate cleaners with trigger control are to be used.
  • Log of water use required.
Window cleaning
  • Buckets permitted at any time.
  • Handheld hoses or high-pressure cleaners not permitted.
Road works and land development
  • Permitted for essential compaction and dust suppression only.
  • Encourage use of non-potable supplies.
Building & cleaning of construction sites
  • Efficient high pressure, low flow rate cleaners with trigger control are to be used.
Water carting
  • Permitted for approved potable water uses only.
Industrial - concrete and others
  • Permitted
Other non-residential

Any purpose not included in any category listed above, other than inside personal and domestic use

  • Application to Kempsey Shire Council for times and conditions.

These restrictions are compulsory and fines can be issued to those people who do not comply.
