Voice Referendum 2023

Australia is having a conversation about the Voice Referendum being held on Saturday 14 October 2023.

It’s about whether to change the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.

Who will vote on this?

Voting in the referendum is compulsory for all eligible Australian citizens aged 18 years and over.

Why is this happening?

In 2017, Aboriginal and Torres Strait Islander people from across the country came together. They considered all the options for recognition. They wrote the Uluru Statement from the Heart, which called for a Voice for First Nations peoples to be added to the Constitution.

What is a referendum?

A referendum is when we vote on whether to change something in Australia’s Constitution.

The Constitution is a document that outlines the rules by which Australia is governed, and it can only be changed through a referendum.

What is the Voice?

The Voice would be an independent and permanent advisory body.

It would give advice to the Australian Parliament and Government on matters that affect the lives of Aboriginal and Torres Strait Islander peoples.

Aboriginal and Torres Strait Islander people have called for the Voice to be representative of First Nations peoples from across Australia, be gender balanced and involve young people.

It would be accountable and transparent.

What is the wording of the referendum question?

The referendum bill passed by Federal parliament decided the final wording of the constitutional amendment:

A Proposed Law: to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.

Do you approve this proposed alteration?

The proposed alteration to the constitution:

Chapter IX Recognition of Aboriginal and Torres Strait Islander Peoples 129 Aboriginal and Torres Strait Islander Voice.

In recognition of Aboriginal and Torres Strait Islander peoples as the First Peoples of Australia:

  1. There shall be a body, to be called the Aboriginal and Torres Strait Islander Voice;
  2. The Aboriginal and Torres Strait Islander Voice may make representations to the Parliament and the Executive Government of the Commonwealth on matters relating to Aboriginal and Torres Strait Islander peoples;
  3. The Parliament shall, subject to this Constitution, have power to make laws with respect to matters relating to the Aboriginal and Torres Strait Islander Voice, including its composition, functions, powers and procedures.

Who would be in the Voice?

Aboriginal and Torres Strait Islander people have called for members of the Voice to be chosen by First Nations peoples based on the wishes of local communities.
