Deputy Mayor election and Meeting Dates on Council's September Agenda
Published on 15 September 2021
The next Ordinary Council meeting will be held in Council Chambers from 9am on Tuesday 21 September.
The meeting will be live streamed via Council's YouTube page and on the Kempsey Shire Council website.
For a full outline of the meeting and the discussion points, please refer to the Agenda and Business Papers
Election of Deputy Mayor
It has been Kempsey Shire Council's custom to elect a Deputy Mayor for a term of 12 months each September. As the local government election has been postponed until December, Council will elect one of the existing Councillors to Deputy Mayor for the balance of this term of Council.
Carry Over and Revote Budgets
Council will be asked to adopt the 2020-2021 carry over and revote projects for inclusion in the 2021-2022 budget. This permits Council to continue working on projects that were not completed or even started before 30 June. This occurs for many normal reasons including wet weather, prioritisation of other projects or as in the case of 2020-2021 the impact of events such as flooding and COVID-19.
A carry over budget represents budgets that are carried over from the previous year's budget for works already commenced to allow the works to be finalised using those allocations. A revote budget is a budget requested to be brought forward for works not yet commenced.
Saleyards Infrastructure Upgrade Project
Council is being asked to authorise the General Manager to enter into a Bushfire Local Economic Recovery Fund deed for the Saleyards Infrastructure Upgrade Project which will set out the requirements for Council to deliver the project.
Change of Council meeting dates
Due to the postponement of the 2021 Local Government Elections, Council will vote on whether to cancel the December 2021 ordinary meeting of Council as the result of the election will not be declared in time to permit it to be conducted, and instead schedule an ordinary meeting in January 2022.
Annual Financial Statements
The draft Annual Financial Statements for the year ended 30 June 2021 are near completion and Council will vote whether to refer them to audit as required under the Local Government Act. The audited 2020-21 financial statements will be presented to the November 2021 Council meeting.
