Kempsey Development Control Plan

The Kempsey Development Control Plan 2026(PDF, 12MB) (DCP) supports and expands on the aims, objectives and other provisions of the Kempsey Local Environmental Plan 2013. 

It sets out development objectives and contains detailed provisions for development in the Kempsey local government area. 

Structure

The DCP is divided into a sequence of parts that address particular issues, localities and uses:     

Part A - Explanation(PDF, 932KB)

Part B - Shire wide requirements(PDF, 1MB)

Part C - Place based requirements(PDF, 6MB)

Part D - Development requirements(PDF, 2MB)

Part E - Appendices(PDF, 2MB)

All relevant and applicable parts of the DCP that apply to the land, site, property, locality and development must be addressed in the Development Application (DA submission).

The Kempsey Development Control Plan (2026) came into effect 1 July 2026.

Note

Please note the following:

• Development applications received before December 2025 are assessed using the Kempsey DCP (2013) alone,
• Development applications received after December 2025 but before July 2026 will be assessed using the DCP (2013) but Council Planners will consider the relevant provisions of the draft DCP (2026), and
• Development application received after 1 July 2026 will be assessed using the new DCP (2026) alone.
