Integrated planning and reporting
Integrated Planning and Reporting (IP&R) is the NSW government’s framework that guides how councils plan for the future, deliver services, and remain accountable to their communities. It ensures that local government decision-making is transparent, strategic, and aligned with community priorities.
The IP&R framework brings together long-term visioning, medium-term planning, and annual action, supported by clear resourcing strategies and reporting. It also provides a consistent structure for collaboration between councils, community members, and other levels of government.
At the heart of the IP&R framework are three key documents:
· Community Strategic Plan (CSP): Our highest level strategic plan, this plan sets out the long-term vision, goals, and priorities for the local area over a 20 year period.
· Delivery Program (DP): This four-year plan outlines the specific strategies and actions Council will undertake during its term to help achieve the community’s long-term goals set out in the Community Strategic Plan.
· Operational Plan (OP): Adopted annually, this plan details the projects, activities, and budget allocations for the financial year, ensuring Council delivers on its commitments in the Delivery Program and Community Strategic Plan.
These plans are supported by a range of key documents including Council’s resourcing strategy and a structured reporting cycle, ensuring councils remain responsive, financially sustainable, and accountable to their communities.
