Kempsey Airport rehabilitation of apron and taxiways

Summary

Kempsey Shire Council has received grant funding to rehabilitate Kempsey Airport's apron and taxiways to improve the safety and amenity of the facility. 

The works were carried out in stages and included:
  • installation of new stormwater drainage and pits
  • installation of new sub-soil drainage
  • rehabilitation of general aviation apron pavement
  • rehabilitation of taxiways E, C1 and C pavement
  • line marking
  • regrading of apron and taxiway flanks and hydroseeding.

Council developed a Method of Working Plan(PDF, 1MB) (MOWP) to provide Kempsey Airport patrons with detailed information about the project.

Timeframe

The contractor started work on 1 August 2022. The project was completed in November 2022.

Work took place in 5 stages, between 7am and 5pm on weekdays, to minimise the impact on airport operations.

Weekend works were permitted only with Council approval and confirmation of ARO/WSO availability - please see the Method of Working Plan for more information.

Stage 1 - Investigative works

Stage 1 began on 20 June and is scheduled to finish on 29 July 2022. During Stage 1 the runway, taxiways, aprons and other facilities will be available.

Stage 2 - Drainage and stormwater works

Stage 2 is scheduled to start on 1 August and be completed by 24 August 2022. During Stage 2, taxiways C, C1 and E will not be available. The works will include preparing the drains and stormwater for taxiways C, C1 and E.

Stage 3 - Design and construct driveway

Stage 3 will start on 25 August and be completed by 29 September 2022. During Stage 3 the runway, all taxiways and apron adjacent to the terminal building will be available. The general aviation apron adjacent to the refuelling facilities will not be available. 

Stage 4 - Taxiway C, C1 and E works

Stage 4 will start on 30 September and be completed on 12 October 2022. During Stage 4 the runway, taxiway A, apron adjacent to the terminal and apron adjacent to the refuelling facilities will be available. Taxiways C, C1 and E will not be available. The works will include sub-grade preparation, quicklime stabilisation, prime and two-coat seal of the taxiways.

Stage 5 - Line marking

Stage 5 will start on 13 October and be completed by 19 October 2022. The works will include line marking under traffic management. All airside areas of the airport will be open during this stage.

 

Information for airport users

Method of Working Plan to guide your operations

The Method of Working Plan(PDF, 1MB) (MOWP) sets out the staging areas and duration of pavement closures. This will enable you to coordinate your operations accordingly and allow the works to be carried out safely. The MOWP was submitted to CASA on 24 June 2022.

For those based at Kempsey Airport, we recommend that you modify your flying operations to allow for the pavement closure dates that affect your hangar.

Where there is an urgent commercial need by a Kempsey Airport business, the contractor may be able to provide an access through the works or an alternative access while ensuring that this doesn’t damage or delay the works in progress.

Please note that, while the contractor has provided its best calculation of timeframes for pavement closures, factors such as weather or site conditions may extend the duration of the works. Alternatively, where works are completed earlier than anticipated, the staged areas will be re-opened early for operations.

Aeromedical services

Council has been in consultation with NSW Ambulance about access conditions during the works to ensure Kempsey Airport will remain fully operational for aeromedical services at all times.

Fuel bowsers

As part of the rehabilitation project, Aero Refuellers will replace all fuel bowsers, payment terminals and other equipment located on the concrete plinth with a new modular shelter containing all the relevant equipment. It is anticipated that Aero Refuellers’ work will be performed during stage 3 of this project (the apron works). This means the new fuel bowsers will be available as soon as the apron pavement is completed.

Funding

The total cost of the project is $1,915,000. Council has been granted $777,913 under the Regional Airports Program - Round 1 by the Australian Government's Department of Infrastructure, Transport, Regional Development, Communications and the Arts. Council will itself contribute the remaining $1,137,087.
