Review of Kempsey Local Infrastructure Contributions Plan

Summary

Council has undertaken a review of its developer contributions plans with a view to update the existing suite to ensure they are in line with current best practice.

The key purpose of the review was to make the plans easier to implement, monitor, report on and easier to review and update in the future.

Along with developing the Kempsey Local Infrastructure Contributions Plan, Council also reviewed current its policies and procedures to make sure these aligned with the new plan. As a result, Council developed a Planning Agreement Policy and Works in Kind Policy.

The Kempsey Local Infrastructure Contribution Plan applies to the Kempsey Local Government Area excluding South West Rocks.

Council placed the draft Kempsey Local Infrastructure Contributions Plan, Planning Agreement Policy and Works in Kind Policy on public exhibition from 1 February to 28 February 2023. 

Council reviewed the submissions and determined what amendments are required to the Kempsey Local Infrastructure Contributions Plan, Planning Agreement Policy and Works in Kind Policy.

Once the necessary changes are made, the Kempsey Local Infrastructure Contributions Plan, Planning Agreement Policy and Works in Kind Policy will be reported to an Ordinary Meeting of Council for endorsement.

The Kempsey Local Infrastructure Contributions Plan, Planning Agreement Policy and Works in Kind Policy were adopted at the June 2023 Ordinary Meeting of Council.

How the engagement was carried out

Background

Developer contributions are payments made by developers to enable Council to provide public amenities and services required for new residents and businesses.

These contributions apply to future development and are imposed as a condition of development consent or complying development in accordance with a contributions plan.
